Subject: WATER CCN APPLICATION WITH TEXAS NATURAL
RESOURCES CONSERVATION COMMISSION

The Fort Worth Water Department filed for a Certificate of Convenience and Necessity
Amendment to include all of the Fort Worth ETJ in Tarrant County and an area in Denton
County west of IJWY 156 to the ETJ line.
This application was submitted to the Texas Natural Resource Conservation Commission
(TNRCC) to establish and protect the area projected to be served by the Fort Worth Water
Department.
In past years the Water Department has served areas and properties that were annexed into
the city. Other cities or utility companies were left to serve areas outside the city limits
usually with wells. As Fort Worth grows these areas can present problems with growth,
therefore the Fort Worth Water Department believes there is now an urgent need to protect
those areas that can reasonably be annexed into Fort Worth.
The two major growth areas projected are Northwest Tarrant County and Southwest Tarrant
County. The Water Department has made numerous studies, which includes these areas and
has initiated projects in the north sector. Plans for facilities to serve additional areas in the
southwest sector are being prepared now.
All of the ETJ, of Fort Worth was not included. With the application and approval of a
CCN comes the obligation to serve in the area. The Water Department is prepared to
generally serve the area in Tarrant County. If the city annexes into the surrounding counties
then the Fort Worth Water Department can request to amend the CCN boundary.
In the past, double rates were charged for very limited service outside of the city limits where
approved by City Council. This application will necessitate a need to do a cost of service for
the area outside of the city limits. We will provide the council with a copy of this study and
a recommendation for a new rate in these areas to be approved by the City Council.
Completion of this CCN application should help Fort Worth plan for growth in an orderly
manner in the ETJ, provide protection for our water supplies as extensive growth occurs in
the watershed, allow the water utility to plan for facilities and continue to participate with the
Tarrant gio Water District to obtain adequate water resources for future years.
