Dewatering operations have been interrupted on multiple occasions due to the process impacts of returning the high ammonia filtrate for treatment. To allow dewatering operations to continue without impacting the plant process, the contractor was allowed to pump the filtrate directly to the dewatering facility. This change order provides for pump rental and set up costs. • Credit for Digester Control Building No.1 Coating —The original contract included coating the ceiling of the Digester Control Building No. 1. With the addition of new decking in Change Order No. 6, coating the ceiling was removed from the contractor's scope of work. • Removal and Installation of Tar for Additional Depth in Digesters 1 and 2 Seals — The original contract included replacement of a 24-inch deep annular seal. This change order provides for additional time and materials for an extra depth of 15 inches in the two digesters. • Blind Flange Replacement — This change order provides for the replacement of two severely corroded steel blind flanges at the top of Digesters No. 1 and 2. • Digester 7 and 8 Annular Seal Corrections — Materials and labor for reinstallation of silicone sealant after removal to allow for investigation of leaks, installation of SIKA Duoflex at the base plate that stopped the leaks, and changing the tar used in upcoming work to improve seal performance, and staff agrees to the addition of 120 days of contract time. It is understood and agreed that the acceptance of this Change Order by the contractor constitutes an accord and satisfaction and represents payment in full (both time and money) for all costs arising out of, or incidental to, the above Change Order. This change order provides for hinges on the manways to match side access on the other digesters. • CM 21 Monthly Pump Rental and Set Up for Dewatering Operation —The contractor is dewatering Digester Nos. 1 and 2 to prepare for rehabilitation work and installation of the new mixing systems. Filtrate high in ammonia from the dewatering operation is sent to the plant drain where it is pumped to X. Dewatering operations have been interrupted on multiple occasions due to the process impacts of high ammonia being returned to the head of the plant. To allow the dewatering operations to continue and not delay the project further, the contractor was allowed to pump the filtrate to the DS1 well, sending the filtrate directly to the dewatering facility. This change order provides for the pump rental and for set up of the pump and filtrate piping to the IDS well to continue dewatering now and for upcoming sets of digesters. • CMR 43 Credit for Digester Control Building No. 1 Coating — Change Order No. 6 included new metal decking for Digester Control Building No. 1. The original contract included coating the ceiling of the Digester Control Building No. 1. With the addition of new decking in Change Order No. 6, coating the ceiling was removed from the contractor's scope of work. This change order includes a credit for that work. CMR 44 Removal and Installation of Tar for Additional Depth in Digesters 1 and 2 Seals —The original contract included removal and replacement of a 24-inch deep annular seal. The annual seals in Digesters No. 1 and 2 are deeper than 24 inches. This change order provides for additional time and materials for a total additional depth of 15 inches in the two digesters. The high cost is primarily associated with the labor-intensive process of chipping out the existing tar in a one to two-inch wide seal 24 inches down. • CMR 45 Bling Flange Replacement —This change order provides for the replacement of two 10- foot dimeter steel blind flanges at the top of Digesters No. 1 and 2 that are severely corroded. The blind flange on Digester No. 1 has holes that have broken through. The blind flange at Digester No. 2 is severely pitted. • Digester 7 and 8 Annular Seal Corrections — The contractor submitted a delay claim for $501,170.00 and 190 days of contract time to capture costs of corrective actions and delays associated with Digester Nos. 7 and 8 seal leaks. The City believes the corrective actions and delays to be associated with poor installation of the seal, but has agreed to compensate the contractor with $89,343.00 to cover materials and labor for reinstallation of the silicone sealant at the top of the seal, installation of SIKA Duoflex at the base plate that successfully stopped the leaks, and changing the tar used in the seals of upcoming digesters from Type IV to Type II (a more viscous and elastic material) as well as 120 days of contract time. Labor hours and material quantities and costs proposed in each CMR were reviewed in detail and adjustments made as needed prior to approval. Approved CMR's are saved in E-builder.
