HomeMy WebLinkAboutResolution 6105-05-2025A RESOLUTION NO. 6105=05-2025 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS ADOPTING: THE FAST BERRY STREET CORRIDOR PLAN AS A RECOMMENDATION FOR FUTURE: DEVELOPMENT' ALONG THE EAST BERRY STREET CORRIDOR FROM INTERSTATE 35 TO THE EIIGE OF LAKE AR[.,INGTON AND INCORPORATING THE FAST BERRY STREET CORRIDOR P[,AN INTO THE COMPREHENS]VE PLAN WHEREAS, Fort Worth voters approved the 2022 Bond Program which includes S2,5 Million for the implementation of improvements along the East Berry Street Corridor from Interstate 35 to Martin Luther King Freeway (US 287). and WHEREAS, on November 29, 2022, the City Council approved a contract with Kimley Horn and Associates; Inc., (City Secretary Contract No. 58642) to examine the corridor east of 1-35W (about six miles) to develop a set of context sensitive corridor concepts, strategies, and actionable steps to help transform East Berry Street into a smart, walkable, multi -modal corridor; and WHEREAS, the East Berry Street Corridor Plan has been reviewed and endorsed by various local orbanizations including the Renaissance Square District, neighborhood associations, the Texas Department of Transportation Fort Worth Regional Office, Tarrant County, Texas, and the City Plan Commission; and WHEREAS, after a public hearing, the City Plan Commission voted 9-0 to recominend approval of the plan adoption on February 19, 2025. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCII. OF THE CITY OF FORT WORTH, TEXAS, THAT: 1. The East Berry Street Corridor Plan, which is attached hereto, is hereby adopted as a recommendation for future development along the Fast Berry Street Corridor; and 2. Council Action: Close Public Hearing and Act on M&C) RECOMMENDATION: It is recommended that the City Council conduct a public hearing and adopt the attached resolution adopting the East Berry Street Corridor Plan, which provides recommendations for the creation of a multi modal mixed -use corridor from Interstate 35 to the edge of Lake Arlington, and incorporating the Plan into the Comprehensive Plan. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to adopt the East Berry Street Corridor Plan (Plan) by reference into the Comprehensive Plan. The 2022 Bond Program identified East Berry Street as an established corridor in need of redesigning the road to support walking, biking, and transit. On November 29, 2022, City Council authorized execution of an agreement with Kimley-Horn Associates (Consultants) to perform the East Berry Street Corridor Study (M&C 22-1007). The study period began in January 2023 and ran until August 2024. The study focused on safety and operational improvements to the roadway, creation of a form -based code to spur economic development, and increased options for travel. The consultants conducted four rounds of open houses, a series of focus groups, surveys, and maintained a website to keep the public informed and receive input. The Plan contains an existing conditions report, a needs analysis, a project list, an implementation plan, and the framework for creating a form -based code with associated zoning recommendations, The Plan contains recommendations only, The Plan contains 9 chapters to guide the City in overall development of the corridor: • Chapter 1 Introduction • Chapter 2 Vision & Goals • Chapter 3 Public Engagement • Chapter 4 Existing Conditions ■ Chapter 5 Analysis • Chapter 6 Concepts • Chapter 7 Zoning Framework ■ Chapter 8 Catalyst Site Economic Strategies • Chapter 9 Implementation After the plan is adopted, City staff will present a form -based code, zoning changes, and Master Thoroughfare Plan amendments to City Council for consideration. This series of adoptions provide the foundation by which the City can turn The Plan into projects that increase safety, mobility and opportunity along the corridor. The proposed schedule is as follows: • Plan Adoption - Spring 2025 ■ Master Thoroughfare Plan Amendment - Spring/Summer 2025 • Form Based Code Adoption - Fall 2025 ■ Zoning Amendments to Match Form Based Code - Fall/Winter 2025 • East Berry Schematic from Interstate Highway 35 to Miller Ave -Fall 2025 This plan is located in COUNCIL DISTRICTS 5,8 and 11, A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
