HomeMy WebLinkAboutOrdinance 15505Ordinance No._~~~"'\.J AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN AN AMOUNT UP TO $10,200.00, SUBJECT TO RECEIPT OF THE GRANT FROM THE NORTH TEXAS CLEAN AIR COALITION, FOR THE PURPOSE OF FUNDING A COMMUNITY GRANT PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2002- 2003 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $10,200.00, subject to receipt of the grant from the North Texas Clean Air Coalition, for the purpose of funding a Community Grant Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. Authorize the City Manager to submit a grant application to the North Texas Clean Air Coalition (NTCAC) for a Community Grant Program; and 2. Authorize the City Manager to accept and execute the NTCAC grant contract, if awarded; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations up to $10,200 in the Grants Fund, subject to receipt of the funds. DISCUSSION: The Environmental Management Department's air quality education outreach program has partnered with the NTCAC over the past several years. During its first year, the Andy Airedale Air Quality Index Poster program was introduced in the Fort Worth Independent School District (FW ISD). Additional. poster sets were printed by the NTCAC and distributed to 75 school districts in Collin, Dallas, Denton, and Tarrant counties. The program was enhanced last year by the creation and distribution of activity books to FW ISD students. The NTCAC printed additional sets of the books for distribution in the four-county, non- attainment region. . This year, the program will be expanded through the production of an Air Quality Index .magnet for distribution regionally. The City of Fort Worth will partner with the City of Dallas and the North Central Texas Council of Governments (NCTCOG) to assist in distributing this magnet across the non- attainment region. The City of Fort Worth will distribute the magnets in Tarrant County, the City of Dallas will distribute magnets in Dallas County, and NCTCOG will distribute the magnets in Collin and Denton counties. The magnets will be distributed at various events and presentations during 2003. Approximately 12,500 magnets will be distributed in each county, and will complement the region's air quality education efforts by providing a simple tool to help educate citizens on how to protect their health and help reduce air pollution in North Texas.
