SUBJECT: AVIATION DEPARTMENT STAFFING ISSUES
On March 25, 2003 1 was notified of staffing concerns pertaining to the Aviation Department. Staff has
taken action to fill the vacancies and ,",as implemented the following plan of action:
Meacham Airport Manager: Staff proposes to fill this position with an S01 (temporary employee) until
such time as we advertise and recruit for the full time position. The Meacham Airport Manager position
carries the highest priority for filling due to the FAR Part 139 Certificate associated with Meacham
Airport. The City of Fort Worth has a requirement to maintain sufficient qualified staff to maintain
eligibility for the FAR Part 139 Certificate. Mike Feeley will supplement the position to ensure we do not
lose the certificate during the tenure of the temporary employee as we search for a permanent
replacement. Staff proposed to bring Ms. Vonnie Royal over from the Control Tower at Spinks to act in
this capacity. She has over 20 years experience in aviation operations and air traffic control, possesses
excellent administrative abilities and interpersonal relationship skills and would be a good fit for the
interim position. This assignment would also allow for some turnover time between Ms. Royal and Mr.
,,_ "Elguezabal that wouldn't otherwise be available if we waited for another temporary employee. Ms.
Royals assignment would create a vacancy at Spinks Control Tower that would be filled by another S01
Air traffic Controller from the pool of available candidates.
Action Taken: Ms. Royal began taking a pass-down from Mr. Elguezabal on March 31, 2003
and has been operating out of Meacham since that date. She was introduced to staff, based tenants
and Meacham Control Tower personnel and is ready to begin assuming Acting Manager responsibilities
upon Mr. Eiguezabal's departure. Mr. James Sayers an Air Traffic Controller with 26 years experience
assumed responsibility for Ms. Royals position as an Air Traffic Controller at Spinks on March 31, 2003.
Meacham Airport Operations Coordinator: This position is an entry-level position designed to act as
the lead supervisor for all airport operations issues. The position is required under FAR Part 139 when
there is a scheduled air carrier operating out of Meacham. Although we currently do not have an air
carrier operating out of Meacham staff recommends we fill this position to provide guidance and
supervision in the area of airport operations, security and to assist the Acting Airport Manager with day-
to-day airport related issues. Staff would like to fill this position with a full time employee. We have been
advertising the vacancy both internally and externally for two weeks and should be able to fill the
vacancy in the immediate future.
Action Taken: Staff has received over 45 applications for this position and will begin
interviewing potential applicants during the week of April 7"'with a prospective fill date of April 18, 2003.
Spinks Airport Manager: Staff would like to fill this position with an S01 (temporary employee) to act
as an Operations Coordinator until such time as we advertise and recruit for the full time Airport
6.Manager. Staff proposes to leave this position as a temporary employee until the start of the new fiscal
year. The lead-time would give staff time to evaluate the potential of the temporary employee and take
action to bid the position outside the City of Fort Worth in the event the temporary employee requires

replacing. -Fhe temporary position would be filled from the list of candidates who apply for the Meacham
Operations Coordinator Position that is currently being advertised both internally and externally.
Action Taken: Staff will fill this position from applicants who apply for the Meacham Operations
Coordinator position and anticipates filling the position by April 18, 2003.
Although the various vacancies are untimely, they are as a result of professional growth opportunities
for the respective individuals. Staff will work to ensure there is no interruption of service to our
customers and will work closely with Human Resources to fill the vacancies as soon as viable
