SUBJECT: E. EXCHANGE AVE. TRAFFIC FLOW CHANGES

In order to improve traffic flow on E. Exchange Avenue, the street was changed from two-way to one-
way (eastbound) operations from N. Main Street to Stockyards Boulevard, the Transportation and Public
Works Department made traffic signage, pavement markings, and signal changes on May 27, 2003.
This street change was publicized prior to implementation in various ways:
• Letters to adjacent property owners
• Meeting with business owners
• Broadcast Fax
• Flyers distributed in the Stockyards District
TPW received two phone calls, one from the Stockyards Hotel regarding their valet parking operations;
we reassured them that their current valet parking location on E. Exchange Ave. would not change. The
second call from Fincher's Western Wear. They expressed opposition to the change and requested us to
move the cab stand to another location. We agreed to this request and relocated the cab stand.
According to the Police Department, the changes to E. Exchange Avenue are working well, with the
exception of local travelers not being accustomed to the one-way traffic flow. Patrons that attended the
recent rodeo were pleased with the flow of traffic. The Police Department issued warning citations prior
to June 7, 2003 when enforcement became effective.
Other efforts have been made by the Mounted Police to improve traffic flow by correcting drivers in
violation. The Stockyards Neighborhood Police Officer is also assisting motorists to comply with the
traffic flow and parking changes. The NPO has only received compliments from the public in the City's
efforts to address the Stockyards past traffic problems.
