HomeMy WebLinkAboutIR 8508 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8508 Date: July 29, 2003 To the Mayor and Members of the City Council Page 1 of 2 r� SUBJECT: Proposed Improvements at Alliance Airport On the June 29, 2003 Council Agenda there are three M&C's requesting authorization for the City Manager to apply for, and accept if awarded, three Federal Aviation Administration (FAA) Grants. These grants will be used for various airport rehabilitation and improvement projects at Fort Worth Alliance Airport. Following is a brief historical synopsis and justification for each of the proposed grants: • M&C # G-14039, A grant for up to $20,000,000 to perform additional work on the runway extension project. o On January 2, 2001 the City Council, after a briefing by staff, authorized an advertisement for Program Management Services for the runway extension project. This project had been in the planning stages since 1992 and the process to undertake the project was commenced with this authorization. The Program Manager, upon selection, would perform all engineering, design and project management services for the runway extension in phases based upon available funding. o On March 27, 2001 the City Council accepted a grant for $1,329,173.00 and awarded a contract to the firm of Carter & Burgess to perform Phase I (Preliminary Design and Environmental Assessment) Program Management Services for the runway extension project. Under Phase I, the scope of the project was identified, environmental assessment was undertaken and cost estimates for the project were completed. The city received FAA environmental approval for the project in August 2001. The FAA eligible cost estimate for the project was established at$132,775,517 at that time. o Additional. FAA grants have been authorized by the City Council and subsequently accepted by the City for this project on September 18, 2001 ($6,523,141 for Phase H Program Management Services, land acquisition, design and earthwork package) and July 9, 2002 ($4,500,000 for Phase III Program Management Services, early earthwork and infrastructure). o The amount of funds available each year for this project depend on the amount of money appropriated by the FAA for discretionary projects. FAA has advised the city that there may be as much as $20,000,000 available this year. The work to be performed under this grant will be used for Phase W Program Management Services, additional land acquisition and earthwork and infrastructure design. • M&C# G-14040, A grant for $775,893 to improve the runway 16R/34L and 161J34R safety area, provide security enhancements, rehabilitate storm water containment facility, conduct pavement management study and rehabilitate pavement. Many of the projects identified in this five-year program are eligible for FAA funding. The projects listed in this application will be accomplished with this grant. The pavement management study portion of the project will determine the specific pavement management program and any remaining funds will be used to commence the program. • M&C# G-14038, A grant for$300,000 to update the FAR Part 150 Noise Compatibility Study. o This grant will allow the City to review the current impact Fort Worth Alliance Airport has on the surrounding area and update the noise compatibility program. FAA recommends these updates as conditions change every 5 to 10 years. The last study was done in 1991. The City's 10% share for all the above grants and all previous grants for Alliance Airport are from land credit. Since development of Alliance Airport there have been numerous land donations to the City for the airport. The value of these donations to date has been appraised at over $15,000,000. With the approval of the three grants on the Council agenda there will be $4,866,828 remaining inavailable land credit.
