HomeMy WebLinkAboutIR 8512 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8512 PA-V,rk August 7, 2003 � To the Mayor and Members of the City Council Page 1 of 1 SUBJECT: ROLLING HILLS WATER TREATMENT PLANT FACILITIES leis UPGRADE AND 40 MGD EXPANSION, PHASE 3 PLANT PROCESS IMPROVEMENTS Purpose The purpose of this informal report is to provide information regarding an M&C scheduled to be considered on August 12, 2003 awarding a contract for the Rolling Hills Water Treatment Plant Facilities Upgrade and 40 MGD Expansion, Phase 3 Plant Process Improvements in the amount of $15,183,000.00. Proposed Improvements The Rolling Hills Water Treatment Plant is one of four water treatment plants serving the City of Fort Worth. This plant was originally constructed in 1971 and was subsequently expanded in 1982 to 160 million gallons per day (MGD). The U. S. Environmental Protection Agency implemented several water quality standards over the last several years as part of the Safe Drinking Water Act. The Interim Enhanced Surface Water Treatment Rule (ESWTR) and Disinfectants/Disinfection Byproducts Rule (D/DBPR) have had a major regulatory impact on the Rolling Hills Water Treatment Plant. Major capital improvements to various treatment processes are required to comply with the more stringent water quality standards. In 1997, the Water Distribution System Master Plan recommended that the Rolling Hills treatment capacity be expanded to 200 MGD by the summer of 2005 to meet the growing demands from retail and wholesale customers. The Rolling Hills Water Treatment Plant Facilities Upgrade and 40 MGD Expansion project is being constructed in several phases: Phase 1 -Ozonation Facilities (M&C C-18737, September 11, 2001) Phase 2-Backwash Supply System (M&C C-19118, June 11, 2002) Phase 3- Plant Process Improvements The Engineer's cost estimate for Phase 3 was $16,990,000.00. The low bidder, Archer Western Contractor, Ltd. submitted a bid of$15,183,000.00, about$1,800,000.00 less than the estimate. Sho d yo ve a a, ditional questions, please let me know. r I Gary W.
