HomeMy WebLinkAboutIR 8520 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8520 Date:, August 26, 200 It To the Mayor and Members of the City Council Page 1 of 1 + � SUBJECT: Capital Project Ranking System At the August 12, 2003 Capital Improvement and Infrastructure Committee (CIIC) Meeting, Transportation and Public Works staff provided Council members with an overview of a project selection and ranking criteria for the capital improvement program (see attached PowerPoint). The CIIC directed staff to share this information via an informational report to the entire Council. The CIP project selection criteria was developed by the Transportation and Public Works Department as a way to more effectively select and rank capital improvement and infrastructure projects to be included in Proposition 1. The ranking system has two major components: • City Organizational Ranking Standards 50 points maximum • Departmental Ranking Standards 50 points maximum o Total Project Points = 100 points maximum City Organization Ranking Standards The City Organizational Ranking Standards includes: the City Council's Strategic Goals (35 points), Legal or Mandated Requirements (8 points), and Project Status (7 points). Projects are judged on r ability to meet specific, detailed evaluation criteria. A scale is used to measure each project. r_ example, under the Legal or Mandated Requirement criteria, a project would be awarded 8 points if the project is required to be implemented in one year. If the project has no legal or mandated requirement, it would be awarded zero points. Departmental Ranking Standards The functional project types (Arterial Streets, Bridge Improvements, Drainage Improvements, Intersection Improvements, Neighborhood Streets, Sidewalks, Street Lights, and Traffic Signals) have different Departmental Ranking Criteria. Although the scale and the evaluation criteria for each functional area vary, the maximum number of points a project may be awarded in its functional area is 50. .Once the evaluation process is completed, points from both the City Organization Ranking Standards and the Departmental Ranking Standards are added to produce a final score or ranking for the project. Staff used-the above criteria to evaluate, and rank potential projects for the upcoming Bond program.
