Subject: DISTRICT PAINTING POLICY FOR THE CULTURAL, DOWNTOWN
AND HISTORIC STOCKYARDS DISTRICTS
Background:
The Linkages Study, approved by the City Council in 1997 and incorporated into the City's
Comprehensive Plan, recommended ways to enhance the linkages of the three most historic
and heavily visited areas of the City: Downtown, Cultural District and Historic Stockyards.
Among the recommendations that have been approved and implemented are the creation of
distinct icons and colors for each of these three districts.
Overseeing implementation of the Linkages Study is the Linkages Steering Committee.
Members of the Linkages Steering Committee include representatives from each of the
districts: CVB-, County Judge Vandergriff; Senator Moncrief's office; the "T"; and
Councilmembers Jeff Wentworth, Wendy Davis, Jim Lane and Ralph McCloud.
The Linkages Steering Committee supports the concept of painting certain city fixtures within
each District a common color to help unify the district and to help identify entry into the
district. The Linkages Steering Committee requested a District Painting Policy to identify the
colors of each district, the fixtures to be painted and the areas of limits for the painting for
each District. Such a proposed policy was presented by staff to the Linkages Committee at
its October meeting and was met with approval. The Chairman, Councilmember Jeff
Wentworth, requested that the full city council be briefed on the proposed limits of the
painting policy.
District Painting Policy
The following policy was submitted to the Linkages Steering Committee:
The areas to be painted are presented in Exhibits A, B, & C. The installation of galvanized
poles will be avoided in these areas.
Staff has initiated the painting of poles in the Cultural District, Downtown and Historic
Stockyards a common color to accent the specific areas. The items being painted include:
■ Street Light Poles,
■ Traffic Signal Poles,
■ Pedestrian Signal Poles,
■ Sign Posts, and
■ Parking Meter Posts.

Traffic signal cabinets will normally be painted only in the Downtown District.
The following standard colors are being used:
■ Cultural District — green
■ Downtown District — brown
■ Historic Stockyards District — brick red
Staff would propose to begin implementing this policy as work occurs in the area unless the
City Council has any questions. If there are any questions, please contact me and this item
can be scheduled for a City Council work session at your convenience.
