X Subject: TANGLEWOOD AREA TRAFFIC MANAGEMENT PLAN
Because of its unique location, the area south of the Trinity River between Hulen St. on the west,
University Dr. on the east, and Bellaire St. on the south has experienced circulation flow problems. The
lack of collectors and/or minor arterial streets coupled with the presence of TCU, high-density apartments
at Stonegate, and Colonial Parkway has resulted in the use of residential streets as cut-throughs. In an
effort to make the neighborhood safer, the Transportation and Public Works is recommending a Traffic
Management Plan for the Tanglewood area. The Plan is the result of more than four years of discussions
between the City and area residents.
The Tanglewood Area Traffic Management Plan is designed to reduce speeds and discourage cut-through

traffic on residential streets. Its goal is to make the area safer while still maintaining mobility for
residents within the area as well as for residents in townhouse communities adjacent to Hulen.
The proposed plan uses a number of"traffic calming" devices in a comprehensive plan in order to ensure
that traffic problems do not simply move from one street to another. It is also designed to provide basic
traffic controls with the ability to add or modify measures to ensure a residential environment. Specific
traffic devices used in the Plan include the following:
• 25 mph speed limits on all residential streets within the Tanglewood area;
• an all-way stop at Hartwood Dr. and Overton Park Dr. W.;
• raised crosswalks on Overton Park Dr. (East and West);
• neighborhood signs at major entrances;
• speed humps on Hartwood Dr. and Harlanwood Dr.; and
• channelization at the intersections of Hulen/Hartwood Dr. and Hulen/ Glenwood Dr.
The Plan acknowledges a number of other factors should also be considered, including the need to install
a traffic signal at Haitwood and Hulen; to alleviate intersection congestion along Hulen and Bellaire; to
provide adequate circulation around Tanglewood Elementary School; and to assure access to the shopping
center located west of Hulen St.
The process to implement the Plan is to install traffic controls such as stop signs, traffic signal, speed
humps, channelization, etc. on an interim basis. After the system has been in place for six months, speeds
and volumes along area streets will be evaluated to determine whether the Plan is achieving the desired
results. The Plan can then be modified and/or permanent channelization, devices, etc. can be constructed.
