HomeMy WebLinkAboutOrdinance 15514~ ~~l Ordinance No. AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECT FUND (PW53) IN THE AMOUNT OF $2,627,720.00 FROM IMPACT FEES, FOR THE PURPOSE OF APPROPRIATING AND TRANSFERRING IMPACT FEE REVENUE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-2003 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Project Fund (PW53) in the amount of $2,627,720.00, from impact fees, for the purpose of appropriating and transferring impact fee revenue. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. FOR CONSTRUCTION OF NORTH SIDE PUMP STATION AND GROUND STORAGE RESERVOIR RECOMMENDATION: It is recommended that the City Council: 1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Project Fund in the amount of $2,627,720.00 from impact fees; and 2. Authorize the transfer of $2,627,720.00 from one Water Capital Project Fund to another Water Capital Project Fund; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Project Fund in the amount of $2,627,720.00; and 4. Authorize the City Manager to execute a construction contract with Archer-Western Contractors, Ltd. for construction of North Side pump station and ground storage reservoir on the low bid of $5,196,000.00. DISCUSSION: On March 16, 1999 (M&C C-17322), the City Council authorized the execution of an engineering contract with Camp, Dresser, & McKee, Inc., for the hydraulic evaluation, the design and preparation of plans and the specifications for the Northside II Pressure Plane pump station and ground storage tank (Cantrell-Samson pump station). Evaluations of the Northside II and III pressure planes have indicated that the growth in North Tarrant County will require additional water supply to save retail and wholesale customers. The existing distribution system, served by the Eagle Mountain Water Treatment Plant, lacks the redundancy and capacity to meet long-term demand in this area. The new North Side pump station and associated transmission mains will address the capacity and reliability limitation. This project consists of the construction of a new 25 million gallons per day (MGD) pump station with expansion capability for future demand and the construction of a new 4million-gallon ground storage tank. Demolition of the existing concrete tank on the site is required due to the age of the tank and to allow space on the site for construction of the pump station. Archer-Western Contractors, Ltd. is in compliance with the City's M/WBE ordinance by committing 23% M/WBE participation. The City's goal on this project is 20%. The total authorized amount includes $298,800.00 for possible change orders and $5,000.00 for staff support. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon adoption of the attached appropriation ordinances and approval of recommendation No. 2, funds will be available in the current capital budget, as appropriated, of the Water Capital Project Fund.
