The totals equal the applicable contracts and purchases for the first and second quarters of Fiscal Year 1999/2000. This has been a successful program for the Water Department; doubling their competitive bid pool, reducing the cost of construction and providing the finance and training,to grow the participating small firms. The expansion of this program will greatly assist in the development of subcontractors that can participate in projects such as the Convention Center renovation.
