In an effort to increase participation in the area of Construction, the City Manager's staff will gather data and explore
the feasibility of expanding the Small Contractor Development Program citywide. This has been a successful
program for the Water Department; doubling their competitive bid pool, reducing the cost of construction and
providing the finance and training,to grow the participating small firms. The expansion of this program will greatly
assist in the development of subcontractors that can participate in projects such as the Convention Center renovation.
