Subject: REPORT ON CITY OF FORT WORTH PROGRAM FOR
ABATEMENT OF SUBSTANDARD STRUCTURES AND
AVIATION INITIATED DEMOLITIONS
The following is provided pursuant to requests for information on the status of the City of
Fort Worth's efforts to abate substandard structures. Information is provided for both
residential and commercial structures for all of FY 1998/99 and October through June of
the current fiscal year. Information is also provided on the status of substandard hangers
at Meacham Airport and structures to be demolished in connection with the Alliance
Airport Noise Mitigation Program.
ABATEMENT OF SUBSTANDARD STRUCTURES BY CODE COMPLIANCE
The numbers of demolitions during the current fiscal year are down from the previous
year because of issues raised in an earlier Federal Appeals Court decision that required
developing a procedure to acquire demolition warrants from Municipal Court. For that
reason no demolitions were done by the City from October through December 1999. The
procedure for acquiring demolition warrants has been developed and residential
demolitions are proceeding without delays.

The following table indicates the number, location, and relative condition of substandard
structures in the City that are currently being worked by the Code Compliance Division.
These structures have not yet been presented to the Building Standards Commission.
Many of these structures will be repaired and brought up to Code, others will be
demolished by the property owners, and ultimately some will have to be demolished by
the City.

CODE COMPLIANCE FUNDING
Approximately $200,000 has been budgeted annually in the General Fund for demolition
of substandard residential structures. In some cases this money has been supplemented by
funds budgeted for other kinds of abatement activities such as cleanups, boardups, and
mowing. Assuming that residential demolition costs continue to be about $1600 per unit,
funding is available for the City to demolish one hundred twenty-five substandard
residential units per year.
An additional $108,000 has been budgeted annually in the Crime Control and Prevention
District's budget for the demolition of "crack houses." Use of this funding has been
somewhat limited. A house may be substandard and in some manner be related to

criminal activity, but would not qualify for this funding if there is no evidence of the
structure being used for the sale or use of illegal drugs. If the criteria for the use of this
source of funding were changed to include substandard structures associated with other
types of criminal activities, additional structures could be demolished.
The primary sources of funding to do commercial demolitions in the past have been the
Crime Control and Prevention District and Community Development Block Grant funds..
It is estimated that $860,500 is needed for the demolition of commercial structures that
have gone through the Building Standards Commission process and are awaiting
demolition. Some of these structures would qualify for Crime Control and Prevention
District funding under the same criteria used in the past if CCPD funds were made
available. Others would also qualify for Community Development Block Grant funding
if CDBG funds were available. Other possible sources of funding have not been
identified.
AVIATION INITIATED DEMOLITION PROJECTS

The City Council has previously been informed of the need to demolish substandard
hangers at Meacham Airport. They include Hanger 5N, for which a bid of$68,390 has
been received, and Hangers 6-I0N, which will not be demolished until after the current
leases for facilities expire September 30, 2002. No funding has yet been identified to do
these projects.
Additionally, ten structures that fall within the parameters of the Alliance Airport Noise
Mitigation Program are to be demolished. This project will be funded by an FAA grant.
