To the Mayor and Members of the City Council August 8, 2000 Subject: REPORT ON CITY OF FORT WORTH PROGRAM FOR ABATEMENT OF SUBSTANDARD STRUCTURES AND AVIATION INITIATED DEMOLITIONS The following is provided pursuant to requests for information on the status of the City of Fort Worth's efforts to abate substandard structures. Information is provided for both residential and commercial structures for all of FY 1998/99 and October through June of the current fiscal year. Information is also provided on the status of substandard hangers at Meacham Airport and structures to be demolished in connection with the Alliance Airport Noise Mitigation Program. ABATEMENT OF SUBSTANDARD STRUCTURES BY CODE COMPLIANCE The numbers of demolitions during the current fiscal year are down from the previous year because of issues raised in an earlier Federal Appeals Court decision that required developing a procedure to acquire demolition warrants from Municipal Court. For that reason no demolitions were done by the City from October through December 1999. The procedure for acquiring demolition warrants has been developed and residential demolitions are proceeding without delays. C The following tables provide information on numbers of substandard residential structures, expenditures, and funding for demolitions for last Fiscal year and the first half of the current fiscal year: FY 1999/00 SUBSTANDARD RESIDENTIAL STRUCTURES FY 1998/99 YEAR-TO- DATE Residential Structures Presented to Building Standard Commission (BSC) 293 199 Residential Structures Repaired by Owner 35 33 Residential Structures Demolished by Owner 22 16 Residential Structures Demolished by City 229 85 Residential Demolition Costs (All Funds) $360,854 $150,788 Residential Structures in BSC Process - 126 Residential Structures to be Presented to BSC 242 FY 1999/00 FUNDING SOURCES RESIDENTIAL DEMOLITIONS FY 1998/99 YEAR-TO- DATE Crime Control and Prevention District Funds $68,213 $33,647 Community Development Block Grant Funds 27,263 - Code Compliance/General Fund 256,096 117,141 Real Property Division 9,282 - Total $360,854 $150,788 ISSUED BY THE CITY MANAGER FORT WORTH,TEXAS ................... In some cases this money has been supplemented by funds budgeted for other kinds of abatement activities such as cleanups, boardups, and mowing. Assuming that residential demolition costs continue to be about $1600 per unit, funding is available for the City to demolish one hundred twenty-five substandard residential units per year. An additional $108,000 has been budgeted annually in the Crime Control and Prevention District's budget for the demolition of "crack houses." Use of this funding has been somewhat limited. If the criteria for the use of this source of funding were changed to include substandard structures associated with other types of criminal activities, additional structures could be demolished. The primary sources of funding to do commercial demolitions in the past have been the Crime Control and Prevention District and Community Development Block Grant funds.. It is estimated that $860,500 is needed for the demolition of commercial structures that have gone through the Building Standards Commission process and are awaiting demolition. Some of these structures would qualify for Crime Control and Prevention District funding under the same criteria used in the past if CCPD funds were made available. Others would also qualify for Community Development Block Grant funding if CDBG funds were available. Other possible sources of funding have not been identified. AVIATION INITIATED DEMOLITION PROJECTS ifs The City Council has previously been informed of the need to demolish substandard hangers at Meacham Airport. They include Hanger 5N, for which a bid of$68,390 has been received, and Hangers 6-I0N, which will not be demolished until after the current leases for facilities expire September 30, 2002. No funding has yet been identified to do these projects. Additionally, ten structures that fall within the parameters of the Alliance Airport Noise Mitigation Program are to be demolished. This project will be funded by an FAA grant. Additional information can be provided upon request. Z!51ob Terrell City Manager ISSUED BY THE CITY MANAGER FORT WORTH,TEXAS
