HomeMy WebLinkAboutIR 8268 INFORMAL REPORT TO CITY COUNCIL MEMBERS NO- 8268 ,BMW August 22, 2000 To the Mayor and Members of the City Council Page 1 of 2 ova ll SUBJECT: RESCHEDULING OF GOLF FUND CAPITAL IMPROVEMENT PROJECTS On January 13, 1998 (M&C C-16541) the City Council authorized an award of contract to Forefront Golf, Inc. in the amount of $186,000 for golf course architectural and engineering services for proposed renovations to greens, tees and bunkers at Pecan Valley "River" and Meadowbrook golf courses. Funds totaling $2.1 million were allocated for the Pecan Valley project. The original contract was $1,614,539.88 (M&C C-17643). A change order of $211,002.50 (M&C C-17784) to include additional irrigation work was approved on February 22, 2000. Another change order of $92,079.73 (M&C C-18008), for drainage involving the Mira Vista Development Corporation, was approved on May 16, 2000. Staff will soon bring forward an M&C to increase the contract amounts to fund additional sod required for the golf course. This change order is necessary because the original amount of sod identified in the contract was underestimated, and more sod is required to adequately provide erosion control on slopes around greens, tees and sand traps. With all adjustments to date, including the anticipated sod amount, there will exist a balance of approximately $39,204.75 in the project budget. The renovation work at Pecan Valley's "River" course is approximately 80% complete with all major irrigation and dirt work finalized with only the grassing and punch list items remaining. However, because of the heavy rains in May and June, in addition to change orders that have added time to the contract, the original reopening date scheduled for this Fall will be delayed. To insure that we reopen with a quality product for our customers, it will be necessary to reschedule the reopening until the Summer of 2001. This will allow adequate grow-in of turf and enable staff to make preparations to enhance the golf course. In relation to the renovation of Meadowbrook Golf Course, the Department of Engineering (DOE) ruled that an additional flood plain study would be required to determine if the proposed renovation earthwork within the flood plain would cause adverse flooding impact to adjacent residential properties or the flood plain corridor at Meadowbrook Golf Course. .............. In addition, due to unanticipated expenditures in the current year's budget, the Golf Fund has had to draw more from the fund reserves than originally projected. With the rescheduled reopening of Pecan Valley, the flood plain study required for Meadowbrook and the unanticipated expenses this year, it is therefore advisable to delay the bidding of the Meadowbrook project until the Spring of 2002, with construction beginning in October 2002. This will allow ample time for staff to ensure the project will be completed to grass and reopen in October 2003. Staff believes this two year delay is the most financially sound course of action. It will enable the Golf Enterprise Fund to generate additional revenues from Meadowbrook by keeping the course open and available to our customers. Unless there are any objections, staff will bring forward an M&C for the additional sodding at Pecan Valley and reschedule the Meadowbrook renovation as outlined above.
