HomeMy WebLinkAboutIR 8280 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8280 Date: October 17, 2000 2.00 To the Mayor and Members of the City Council Page I of 2 C) SUBJECT: FUNDING FOR DEMOLITION OF SUBSTANDARD COMMERCIAL 1475 STRUCTURES The following is a current list of commercial structures that have been through the Building Standards Commission process. Their BSC orders have expired and the structures need to be demolished. The list differs somewhat from the list that was presented to the City Council in Informal Report No. 8264, dated August 8, 2000. Four structures identified in the earlier list have been demolished using General Fund money and an additional structure has been added. ADDRESS ESTIMATED DESCRIPTION DEMOLITION COST 809 N. Freeway and 6855 E. Lancaster are good candidates for the XL project that was just approved by EPA and Texas Department of Health (TDH). The alternate method of demolifion that will be tested will allow most asbestos materials to remain in place for demolibon. The demolition process will utilize a fine mist of water to control the release of asbestos fibers. Air monitoring and soil and water testing will be performed to determine the effectiveness of that control. Demolition debris will then be disposed of in a landfill that is permitted to accept asbestos containing waste. Phase I of the XL project calls for the demolition of a structure that is exempted from the Federal and State regulations regarding asbestos control, such as a four-plex residential structure. Such structures are located at 809 N. Freeway. If Phase I monitoring results show that the Fort Worth method is equivalent to the regulatory method, additional structures can be demolished during subsequent phases. If they are approved by EPA and TDH, the Environmental Fund-ca in Pa it estimated $540,000 cost to demolish structures located at 809 N. The savings is due to doing fewer demolitions than was planned because of last year's Fifth Circuit Court of Appeals decision and doing less mowing than was planned because of the extremely dry summer. Demolition of the remaining nine structures on the list is estimated to total $136,500. Those structures can be demolished if the $150,000 savings is rolled over into the new fiscal year. CRIME CONTROL AND PREVENTION DISTRICT FUNDING $108,000 has been budgeted annually in the Crime Control and Prevention District's budget for the demolition of "crack houses." Use of this funding has been somewhat limited. A structure may be substandard and in some manner be related to criminal activity, but would not qualify for this funding if there is no evidence of the structure being used for the sale or use of illegal drugs. Although no CCPD funds are required to demolish the structures identified in this report, it is recommended that the criteria for the use of this funding be changed to include substandard structures associated with other types of criminal activities. It could then be used to tear down other types of structures in addition to "crack houses." In summary, it appears that CCPD funding is not required to do these commercial demolitions if (1) the Environmental Fund can be used for demolition of the two large projects under the XL program and (2) the $150,000 in savings from FY 1999/2000 is rolled forward for the other nine demolition projects.
