On August 29, 2000, the City Council adopted M&C G-13003, which established certain procedures
whereby by the City -- at the request of affected property owners -- might initiate zoning changes in
accordance with the City's Comprehensive Plan. Under those procedures, the City will initiate a zoning
change only in response to a valid petition signed by property owners representing 50 percent or more of
the parcels to be rezoned and 50 percent or more of the land area to be rezoned. The City has recently
begun to implement those procedures by notifying the authorized representatives of registered community
organizations on a sector-by-sector basis, at the rate of one sector per month over a period of 16 months.
At a work session on October 3, the City Council expressed interest in establishing additional procedures
whereby the Council might initiate zoning changes without petitions from the affected property owners.
The following procedures would enable the Council to initiate these zoning changes.
1. Any interested Council member may request that the City Manager prepare a Mayor and Council
communication (M&C) authorizing the City Manager to initiate one or more specific zoning
changes.
2. The Planning Department shall verify that the proposed zoning changes are consistent with the
City's Comprehensive Plan.
3. The Council member may conduct one or more public information meetings in or near the
proposed zoning districts in order to explain the proposed zoning changes to affected property
owners. The Council member may request that the Planning Department assist the -Council
member in conducting these meetings.
4. The Planning Department shall brief the City Council on the proposed zoning changes at an
appropriate pre-Council meeting. In response to this briefing, the Council shall indicate whether
or not it wishes to initiate the proposed zoning changes.
5. If the City Council indicates that it wishes to initiate the proposed zoning changes, then the City
Manager shat I place an appropriate M&C on the agenda for the next regular Council meeting.
6. Upon the City Council's approval of the M&C, the Planning Department shall prepare an
appropriate rezoning application and submit it to the Development Department, which shall
schedule the application for the next available public hearing to be conducted by the Zoning
Commission.
The foregoing procedures shall not affect the procedures for City-initiated zoning changes that have been
established by the following City Council actions:
• M&C G-13003, which authorizes the City Manager to initiate zoning changes for private property in
response to petitions from affected property owners;and
• Council Proposal 211, which authorizes and directs the Planning Department to initiate zoning
changes for City-owned surplus property.
