SUBJECT: Berry Street Redevelopment Program from Evans Street to
University Drive
In May of 1999, the City Council approved a contract with The Goodman Corporation to develop concept plans for
Berry Street from University Drive to Evans Avenue.The contract divided the project into two phases: Phase I-Concept
Planning and Phase H-Preliminary Design.
Phase I of the Berry Street Redevelopment Program was complete in July 2000. The selection of a preferred urban
design and redevelopment concept plan for each of the four corridor districts was completed in this phase. Proposed
capital improvements to the public right-of-way were identified, including configuration of the streets and sidewalks
and the incorporation of new streetscape amenities such as lighting, landscaping, decorative paving, crosswalks,
wayfinding signage, and other pedestrian-oriented amenities.
In October of 2000, the City Council authorized Phase H of the Berry Street Redevelopment Program. This phase will
focus on the detailed development of design standards, controls, and requirements and will include continued
stakeholder involvement.
During workshops with stakeholders in October, four areas(one within each district) were selected for the initial
",improvements along the corridor. The initial improvements to the corridor will be concentrated within these areas for
i the greatest impact. Preliminary designs for the four project areas were developed at the workshops and presented to the
Berry Street Advisory Committee at their November meeting. An all day Corridor Design Workshop is scheduled for
December 13 for stakeholders to review designs and provide input so that final drawings can be developed by January
2001. The designs wil l be present to City Council for approval, after which a preliminary engineering report will be
prepared with detailed costs. The Goodman Corporation anticipates a completion date in April. The four project areas
will utilize available funding, which includes$600,000 Transportation and Community and System Preservation grant,
$892,000 Statewide Transportation .Enhancement Program grant(Evans Avenue to the Burlington Santa Fe Railroad),
and $1.5 million from the 1998 CIP (University District).
The Goodman Corporation (TGC) has also been working on redevelopment plans for the entire corridor. This plan will
include the establishment of district boundaries, design guidelines, development incentives, and a recommended
implementation and funding plan for the corridor. TGC anticipates having the district boundaries, guidelines, and
development incentives complete in January, followed by the implementation and funding plan in April, which will
include ordinances and cost revisions. Survey and utility work is required and is anticipated for completion in
February.
The City Council will be asked to authorize a final design contract in February to prepare a construction contract for the
eastern section (Evans Avenue to the Burlington Santa Fe Railroad).The final report, which will include preliminary
engineering documents for the four project areas and a redevelopment plan for the entire corridor, is set for completion
in June 200 . Final sign contracts will then be presented to the City Council for approval.
