DISCUSSION:
HUD requires that local jurisdictions submit a Consolidated Plan (CP).. The CP is a document which .
combines the application and planning processes for the four major HUD funding sources:
• CDBG; and ~ ~ .
• ESG; and ~ '
• HOME; and HOPWA.
The CP , includes a Citizen Participation Plan, a Strategic Plan, -and an Action Plan detailing the first
year's projected use of the funds.
City staff was able to produce a CP which is broad in scope and comprehensive with respect to the
inclusion of activities and funding sources outside the four grants listed above that meet the statutory
goals of providing decent housing, suitable living environments, and expanding economic opportunities.
The CP Grant Application will make the City eligible to receive grant funding from, :the four HUD
programs listed above. The funding figures included .in recommendation No. 3 above "reflect the City's
allocations and are based on HUD's FY2003 formula allocations for the Community Planning and
Development (CPD) Programs. At least 70% of these funds will benefit low and moderate-income
citizens in the City of Fort Worth.
