SUBJECT: PROPOSED GOLF ADVISORY BOARD
On March 6, 2001 the City Council's Governmental Relations Committee, met to discuss a proposal
to form a Golf Advisory Board, appointed by City Council to make recommendations to staff, the
City Manager and City Council on issues related to golf. The committee believes that a Council
appointed Board would be more inclusive of the community and that the Golf Fund would be better
served by a Board that focused solely on golf related issues. A motion put forth to create the Golf
Advisory Board by City ordinance was approved by the Committee.
Chapter 24-45 of the City Code Parks and Community Services states that "The city council may
create by ordinance additional advisory boards to be comprised of citizens to act in an advisory
capacity to the city manager and the city council in conjunction with the parks and community
services department. The members of any such advisory boards shall serve for designated terms,
shall serve without compensation and may be removed at any time by the city council. The
ordinance creating the board shall prescribe the duties and responsibilities of the board."
01"�' The current Fort Worth Golf Advisory Committee (GAC) was formed in October 1990 through a
departmental initiative to organize a group of interested golfers. Originally composed of 7 members
(one from each course and two at-large), the GAC has since grown to 10 members, to be more
inclusive of women, juniors and minorities. The purpose of the GAC is to advise/assist the Parks
and Community Services Golf Division staff in the operation of the golf courses in a manner that
responds to the needs and interests of the golfing community,
Membership terms are for 2 years and are obtained by submitting an application and being selected
by other members of the GAC. The Golf Operations Manager selects 2 of the 10 members and the
junior member. All members must reside within the City of Fort Worth. The GAC is governed by a
set of by laws and meets 7 times per year in January, March, May, July, August, September, and
November. As with other departmental advisory groups, a member of the Parks and Community
Services Advisory Board liaisons with the GAC to insure that the Park Board is aware of any
important golf issues.
Some members of the GAC have complained that their input is ignored and that the advisory
committee is largely ineffective. On March 14, 2001 the Fort Worth Golf Advisory Committee
supported a motion that endorsed creating a GAB.
The Parks and Community Services Advisory Board currently serves the function of receiving input
from the GAC as well as all other advisory committees and support groups to the Parks and
Community Services Department. in the opinion of the Parks and Community Services Advisory
01011 Board and PCSD Staff, the Park Board's liaison program with the many support groups throughout
the department serves the citizens and user groups very well.

At their regularly scheduled meeting on March 20, 2001 the Parks and Community Services
Advisory Board approved a motion recommending that the City Council reject the proposal to
establish a Golf Advisory Board and keep in place the current Golf Advisory Committee.
Unless directed otherwise, staff will prepare an M&C and ordinance for City Council consideration to
establish the proposed Golf Advisory Board.

PROPOSED ROLES AND RESPONSIBILITIES
OF
GOLF ADVISORY BOARD
APRIL 2001
I. Appointment/Members
A. The board shall consist of nine (9) members appointed by City Council,
who shall serve in places numbered 1-9. Members must be residents
of the City of Fort Worth.
B. Members shall serve two-year terms.
C. Members shall serve no more than three (3) consecutive two-year
terms.
D. Members shall serve without compensation.
Roles and Responsibilities
A. Provide policy recommendations in regards to the City's golf program
to the City Manager and City Council about citizen needs and requests
that will improve the services of the Golf Enterprise Fund program.

B. Recommend to the City Manager and City Council plans for
development of facilities and services as they relate to the golf
program.
C. Review and comment upon the proposed annual operating budget and
capital improvement program requests for the golf program.
Recommendations made by the board will be presented to the City
Manager and City Council for consideration.
D. Review and comment upon proposed fee adjustments for the golf
program. Recommendations made by the board will be presented to
the City Manager and City Council for consideration.
