HomeMy WebLinkAboutIR 8315 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8315 T April 24, 2001 To the Mayor and Members of the City Council Pagel of 2 x SUBJECT: PROPOSED GOLF ADVISORY BOARD On March 6, 2001 the City Council's Governmental Relations Committee, met to discuss a proposal to form a Golf Advisory Board, appointed by City Council to make recommendations to staff, the City Manager and City Council on issues related to golf. The Committee believes that a Council appointed Board would be more inclusive of the community and that the Golf Fund would be better served by a Board that focused solely on golf related issues. A motion put forth to create the Golf Advisory Board by City ordinance was approved by the Committee. This issue was further discussed by the City Council at their Work Session on April 3, 2001. The following is staff's understanding of the City Council's direction regarding creating a Golf Advisory Board. Rather than create a new board reporting directly to City Council, the current structure of the Golf Advisory Committee would remain in effect with the following changes: • Each City Council member would appoint an individual to serve on a Fort Worth Golf Advisory Committee (FWGAC). • The FWGAC would report issues to the Parks and Community Services Advisory Board who would in turn forward the FWGAC and Park Board's recommendations to the City Council and City Manager. • The City Council would review the FWGAC progress, 1 year from when all appointments have been made. • The Parks and Community Services Advisory Board will intensify their efforts to improve communication between golfers, the Golf Advisory Committee and departmental staff. Roles and responsibilities of the FWGAC will include: 1) Provide policy recommendations in regards to the City's golf program to the Parks and Community Services Advisory Board and City Council about citizen needs and requests that will improve the services of the Golf Enterprise Fund program. 2) Recommend to the Parks and Community Services Advisory Board and City Council plans for development of facilities and services as they relate to the golf program. 3) Review and comment upon the proposed annual operating budget and capital improvement program requests for the golf program. Recommendations made by the FWGAC will be presented to the Parks and Community Services Advisory Board, the City Manager and City Council for consideration. 4) Review and comment upon proposed fee adjustments for the golf program. Recommendations made by the FWGAC will be presented to the Parks and Community Services Advisory Board, City Manager and City Council for consideration. PROPOSED GOLF ADVISORY BOARD The following outlines the recommended schedule for establishment of the FWGAC: May Appointments made by City Council to the FWGAC. June 1" Meeting: Review and comment on P&CS requested budget. July Continue budget review as necessary; begin program and policy review. August Recommendations to Mayor and Council on City Manager's proposed budget. September Joint meeting with Parks and Community Services Advisory Board. October— June FWGAC to review budget, programs, policies, Capital Improvement Program and future fee adjustments. July —August Sunset review. At the end of the first year, the City Council's Governmental Relations Committee would review the effectiveness of the FWGAC to determine if the FWGAC should be continued, amended or abandoned. Unless directed otherwise, staff will prepare an M&C for City Council consideration outlining the roles and responsibilities of the Golf Advisory Committee based upon the above.
