SUBJECT: SCHEDULE FOR SELECTING DELINQUENT TAX COLLECTION
ATTORNEY
The current contract with Perdue, Brackett, Flores, Utt and Burns, A Joint Venture, to
collect delinquent property taxes expires December 31 , 2001 . Administrative
Regulation C-9, Procurement of Goods and Services, provides that the City Attorney
is the only person authorized to contract for legal services. Legal services are
professional services that are not required to be competitively bid and are normally
solicited with a Request for Proposals (RFP) or a Request for Qualifications (RFQ).
Staff met with the Governmental Relations Committee (GRC) on May 1 , and
suggested using a RFP process to allow interested firms to propose improvements in
the current collection procedures as well as present their qualifications. The
Corrimittee agreed to the following schedule:
July 3 - Present draft RFP to GRC
July 24 - Present IR and RFP to Council
August 1 - Distribute and advertise RFP
August 15 - Pre-proposal Conference
September 28 - Proposals received
October 1-31 - Proposals reviewed by Law and Finance Department
November 6 - City Attorney recommendation to GRC
November 20 - Council approves new contract
December 31 - Current contract expires
January 1 - New contract begins
The new contract will be proposed for a period of three years, with two one-year
renewal options. Staff will meet with interested firms to receive their input in the
preparation of the draft RFP.
