AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE WATER CAPITAL PROJECT FUND IN THE AMOUNT OF $463,600.00 FROM
AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING AMENDMENT NO. 2 WITH
KIMLEY -HORN AND ASSOCIATES, INC. FOR WATER DISTRIBUTION SYSTEM
IMPROVEMENTS IN THE MEDICAL DISTRICT; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2002 -2003 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Water Capital Project Fund in the amount of $463,600.00, from available funds, for the purpose of funding
amendment No. 2 with Kimley -Horn and Associates, Inc. for water distribution system improvements in the
Medical District.

That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

SUBJECT APPROPRIATION ORDINANCE AND AMENDMENT NO. 2 WITH KIMLEY-HORN &
ASSOCIATES, INC. FOR WATER DISTRIBUTION SYSTEM IMPROVEMENTS IN THE
MEDICAL DISTRICT
RECOMMENDATION:
It is recommended that the City Courfcil:
1. Authorize the transfer of $463,600 from the Water and Sewer Operating Fund to the Water Capital
Project Fund; and
2. Adopt the. attached appropriation 'ordinance increasing estimated receipts and appropriations in the
Water Capital Project Fund in the amount of $463,600 from available funds; .and
3. Authorize the City Manager to execute Amendment No. 2 with Kimley-Horn and Associates', Inc. in
the amount of $453,600 for water distribution system improvements in the Medical District, thereby
increasing the total contract amount from $488,600 to $942,200.
DISCUSSION:
On April 30, 2002 (M&C C- 19071), the City Council authorized anerigineering agreement with Kimley-
Horn & Associates, Inc. f6r water distribution system improvements in the Medical * District. On
September 4, 2002, Amendment No. 1 was authorized to increase the maximum fee to $488,600.
Based on results of field investigation, engineering analysis, and the impact to health care providers,
the engineer recommends priority improvements to the water distribution system in the.vicinity of Baylor
All Saints ' Medical Center and JPS Health Network facilities. This it part of an overall plan to improve
the distributio ' n system and to enhance the reli *ability of water service to the Medical District. Under this
amendment, the engineer will conduct an - alignment study and prepare plans and specifications. for
approximately 38,000 linear feet of water main replacements.
In addition, the engineer will assist the City by providing additional engineering support during the
construction -phase to replace water mains in the area around major medical facilities such as Harris
,Methodist Fort Worth Hospital and Cook Children's Medical Center.
In addition to the engineering agreement funds, $10,000 is required for staff review.
This project is located in COUNCIL DISTRICTS 8 and 9.
Kimley-Horn & Associates, Inc. is in compliance with the City's M/WBE Ordinance by: committing to
18% M/WBE participation. The City's goal on this project is 1A0. 1 1, - -

FISCAL INFORMATION /CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations* and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as appropriated,
of the Water Capital Projects Fund.
