SUBJECT: City Hall in the Community-- Meetings for 2002
At the December 4, 2001 Pre-Council meeting, the City Council gave staff direction for the 2002 City
Council community meetings. The purpose of this Informal Report is to provide more information and
details about the meetings.
The guiding principles for the 2002 community meetings are:
➢ To have residents interact with and be heard by the.City Council
➢ To include a component of staff/citizen interaction
> To maximize attendance by combining meetings
In 2002 we will hold six (6) community meetings with the Mayor and City Council present. The format
will include direct interaction with the City Council and department staff. The following dates are
proposed. An explanation of the meetings follows.
• Youth Town Hall, Saturday, March 2, 2002
• 'City Hall Out South", Monday, March 18, 2002
�' • "City Hall Out West", Thursday, April 25, 2002
• "City Hall Out North", Thursday, June 20, 2002
• "City Hall Out East", Thursday, August 29, 2002
• Citywide Forum on the Comprehensive Plan, Monday, October 14, 2002
Youth Town Hall
The Youth Town Hall will be held at City Hall on Saturday, March 2, 2002, from 9:30 am — 12:30 pm.
A Saturday meeting will allow any young person to attend who would like to.
The format for the Youth Town Hall meeting will be similar to the one held in May of 2001. The event
will begin with group discussions so that students can meet directly with City Council representatives.
Students will be divided into small groups and assigned to a room. The City Council and City staff will
be assigned to a group of students to meet with them for 45 minutes. After this first small group
discussion, the City Council members will rotate to another group so -that they will have the
opportunity to interact with more students. After the two small group meetings, everyone will return
to the Council Chamber, at which time the students will be given a chance to address the City
Council. Topics for discussion would focus around issues that City Councit policy can impact. The
goal for attendance would be 20 students per City Council District.
The Neighborhood Office will be in charge of organizing and coordinating the Youth Town Hall
meeting, with assistance from Our City Our Children. City Cable staff will be present to tape the
meeting to televise the following week.

"City Hall in the Community" Meetings
We will have four (4) community meetings located in different regions of Fort Worth. We are
taking City Hall "out into the community". "City Hall in the Community" will include interaction with
the City Council and information about all of the City services that are important to
neighborhoods. The following is a list of regions of Fort Worth, the tentative dates, with a
possible location:
• "City Hall Out South", Monday, March 18, 2002, (Southwest High School)
• "City Hall Out West", Thursday, April 25, 2002, (Arlington Heights High School)
• "City Hall Out North", Thursday, June 20, 2002, (Diamond Hill Jarvis High School)
• "City Hall Out East", Thursday, August 29, 2002, (Eastern Hills High School)
All four meetings will be publicized together, starting in late January. This will give neighborhood
associations time to put the information in their newsletters and promote all of the meetings.
Residents are welcome to attend any or all of the meetings.
Each "City Hall in the Community" meeting will begin at 6:30 pm with an Open House of City
services and programs. Department heads and key staff will operate the booths. During this
hour, residents will be able to speak to key staff about their specific concerns or questions.
Departments will also have the chance to provide information on changes in services, new
programs or updates. Some examples of these are: Commercial Corridors update, changes in
Code Compliance, trends in crime, update on capital improvement projects, the City's Strategic
Goals and the Comprehensive Plan.
During the Open House, residents who would like to address the City Council will be asked to fill
out an appearance card.
At 7:30 pm everyone will be asked to move into the main meeting room. The City Council will be
seated in an area together as well as staff. A moderator will welcome everyone and begin calling
residents up to address the City Council. Any Council member will have the opportunity to
respond or ask staff to respond. This meeting will last one hour. Participants will be asked to fill
out an evaluation form so that staff has continuous feedback to make improvements.
The Neighborhood Office will be in charge of organizing and coordinating these meetings. City
Cable staff will be present to tape the meeting to televise the following week.

Community Forums
Council members may request to have a Community Forum in their respective council district. Upon
the request of a Council member, the Neighborhood Office will organize the Community Forum and
customize the participation by staff based on the Council member's request.
The Neighborhood Office will be in charge of organizing and coordinating these meetings.
Community Forums will not be televised on city cable.
Citywide Forum on the Comprehensive Plan
The sixth community meeting will be a Citywide Forum held on October 14, and will be focused on
the Comprehensive Plan. The Forum will be from 6.-00 pm - 8:00 prn at the newly renovated Fort
Worth Convention Center. Beginning at 6:00 pm, residents will sigrf-in and be given a "floor plan" of
the room. Tables will be organized into clusters based on the parts of the Comprehensive Plan, which
correspond to the City's mission: Focusing on the Future, Building Strong Neighborhoods, Developing
a Sound Economy, and Providing a Safe Community. Comment cards will be available at all of the
tables, Residents will have the opportunity to ask questions and to review policies, programs and
projects of various City departments and cooperating agencies. Public comments will be received at
all of the tables. City Council members will be asked to visit the various tables to hear from and
interact with residents regarding the Comprehensive Plan.
At 7:00 pm, the Mayor, City Council and Chair of the City Plan Commission will bdefly address the
attendees to highlight the City's accomplishments in the Comprehensive Plan for last year and share
the City's strategic goals and initiatives for the next year. City staff will give a bdef overview of the
Comprehensive Plan and explain the review process. At the conclusion of the presentations,
attendees will have the opportunity to continue to visit the various tables,. ask questions and give
wdtten input on any of the subject areas of the Plan.
The Planning Department will be in charge of organizing and coordinating the Citywide Forum, with
assistance from the Neighborhood Office. The Citywide Forum on the Comprehensive Plan will not
be televised on city cable.
