SUBJECT: Status Report on Downtown Access and Circulation Study

This Informal Report will present a current status of study activities related to the development of the Downtown
Access and Circulation Study(DACS):
The Downtown Access and Circulation Study Committee, which is composed of Councilmembers Wendy Davis and
Ralph McCloud, representatives of business, institutional agencies and organizations, have met five times since last
summer.
During the process, the Committee has discussed several issues and made tentative decisions. Because of the
complexity of, and the inter-relationships between, many of these issues, all decisions will be reviewed again toward
the end of the process. Consensus recommendations of the committee to date include:
1. The following streets could be changed from one-way to two-way operations:
a. Lamar Street(3d to 5th Streets)
b. Burnett Street(5"' Street to Belknap)
c. 2°d Street(Henderson to Taylor Streets)
fler"', d. Taylor Street(Belknap to 6d'Street)
e. Houston(9'h Street to Lancaster Avenue)
f. Commerce Street(Belknap to Lancaster Avenue)
g. Jennings(10`h Street to Lancaster Avenue)
h. 13th Street(Jennings to Houston);
2. The following streets could be realigned as traditional grid streets:
a. Texas— 12'8(Jennings to Houston)
b. 13'h Street(Jennings to Houston)
c. 9h— 10"' Streets Connector(Throckmorton and Houston);
3. Alignments for possible light rail routes through the downtown area were reviewed and a preferred
alternative was endorsed.
4. A valet parking ordinance is being developed.
The following downtown issues are planned for discussion over the next few months:
a. On-street parking
b. Angle parking
c. Bike system
d. Access issues
e. Traffic signal operations
Once all of these issues are discussed, a report on all recommendations will be prepared so that these interrelated
issues can be viewed in its entirety. While most of the traffic issues are interrelated, the change of Lamar Street from
one-way to two-way streets in the Library area could be implemented earlier. It is anticipated that a final report
would be prepared by Summer, 2002.

This study is also being coordinated with other efforts in the downtown area including the development of Lancaster
Avenue,the Light Rail Alternative Study, the Downtown Strategic Plan being developed through Downtown Fort
Worth,Inc, as well as the Radio Shack and Pier One developments.
