HomeMy WebLinkAboutIR 8385 INFORMAL REPORT TO CITY COUNCIL MEMBERS NO. 8385 PATe March 5, 2002 To the Mayor and Members of the City Council tats SUBJECT: Federal Entitlement Grant Programs The purpose of this informal report is to provide the City Council with background on the Consolidated Action Plan process that will culminate in the month of April with the adoption of a one-year action plan outlining the expenditure of certain federal funds received by the City of Fort Worth. The Consolidated Action Plan is an annual required submission to the U.S. Department of Housing and Urban Development (HUD) that details the activities to be funded by Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), HOME Program, and Housing Opportunities for Persons With AIDS (HOPWA) Grant program funds. These federal funds are entitlement programs granted to Fort Worth by HUD and are based on population and percentage of persons living in poverty as determined by the last Census. The review process began with the Community Development Council (CDC). The members of the CDC held proposal interviews and staff conducted site visits. On January 10, 2002, the CDC gave consideration to those programs currently funded and made budget recommendations. At the same meeting, the budget was unanimously adopted and forwarded to the Safety and Community Development Committee. The Safety and Economic Development Committee was briefed on February 12, 2002 and the Committee recommended forwarding the application to the full City Council r April of 2001, City Council adopted a two-year budget plan. The proposed budget reflects the second year of the it "o-year cycle. This one-year action plan serves as an amendment to the Consolidated Plan, which was adopted on March 27, 2001. A thirty-day public comment period, which began on February 20, 2002, must occur prior to budget adoption. The City Council is asked to adopt the budget application by April 2, 2002. The Consolidated Action Plan must be submitted to HUD by April 15 in order for the City to begin accessing its federal allocations on June 1,2002..
