SUBJECT: Engineering Services Agreement with Carter & Burgess, Inc.
to Develop an Alignment for an Additional Interchange (Fourth)
Alternative for SH-1 21 T and IH-30
To address some of the safety and aesthetic issues with Alternative A (prepared by the Project
Development Team) and Alternative C (developed by NTTA and TxDOT) for the SH-121T/IH-30
intersection, Prime Strategies, Inc. is recommending that Carter & Burgess, Inc. prepare an
alternative combining Alternatives A and C. Carter & Burgess has agreed to do this work at a
cost not to exceed $24,000.
Alternative A raises concerns about backup traffic caused if a train or the train signal malfunctions
at the FWWRR at-grade crossing, which also could result in safety and main-lane operational
problems. Alternative C raises concerns about traffic impacts on area neighborhoods, aesthetic
impacts of the stacked ramps on downtown and a lack of a direct connection from Summit to SH-
121T.
The North Texas Tollway Authority (NTTA) has advised us that they will not participate in the cost
of this contract and that it must be borne by the City.
he scope of work with Carter & Burgess, Inc. will involve developing a horizontal and vertical
alignment for the SH-121T/IH-30 interchange, providing a preliminary right-of-way map for the
interchange, and delivering the preliminary interchange to the City, TxDOT and NTTA for review
and comment.
The preliminary interchange will be presented to the City Council after it has been reviewed and
approved by Prime Strategies, Inc.
