Page 1 of 2 x SUBJECT: Staff Action Fallow Up — Proposed Housing and Consolidated r ,$„ Plan Review The purpose of this report is to respond to several questions regarding the City's affordable housing position raised by Council members during last week's Pre-Council session. 1. At the direction of the City Council, the Consolidated Plan Consistency Criteria for Multifamily Development was forwarded to the Safety and Community Development Committee in February 200) for review, approval, and implementation. The Consolidated Plan for the City of Fort Worth is- required by the U.S. Department of Housing and Urban Development to continue receiving CDBG funds, HOME Program funds, Emergency Shelter Grants, and Housing Opportunities for Persons with AIDS grants. The Plan outlines the following Stated Housing Needs and related Housing Goals: STATED HOUSING NEEDS • Housing for low-income (at or below 80% of Area Median Income— AMI) elderly • Rental housing for low-income families, particularly large families and very low-income families (at or below 50% of AIVU) Homeownership for low-income families, especially those under-served, i.e. minorities, persons with disabilities • Housing for moderate income families (the working poor) • Housing for special needs populations (i.e., persons with mental illness, drug/alcohol problems and/or HIV/AIDS), particularly transitional and permanent housing • Housing for the homeless, particularly transitional and permanent housing HOUSING GOALS • GOAL #1: Develop partnerships between government and the private sector • GOAL 92: Preserve, improve, and expand affordable rental and owner-occupied housing in accord with the City's Comprehensive Plan • GOAL 43: Ensure equal housing opportunity in Fort Worth for all citizens • GOAL #4: Meet the emergency and transitional shelter needs of the homeless and break the cycle of homelessness • GOAL #S: Provide housing options for the elderly, particularly extremely low- to tow- income households • GOAL #6: Housing options and supportive services for persons with special needs 2. The Housing Goals as contained in the Consolidated Plan track the Housing Policy Goals as contained in the City of Fort Worth Housing Policy dated September 28, 1999. Attached is a list of assisted affordable housing developments in Fort Worth. 4. Attached is a list of pending affordable housing developments that have recently received or are awaiting Certificates of Consistency with the City's Consolidated Plan. As a matter of routine procedure, staff advises developers and housing sponsors who seek consolidated plan certification that they must meet with and provide project information to the Council member for the district in which the project will be located. They are further advised that the certification will not be released until notification that such conversations have occurred. Also, staff met with Mr. Jesse Seawell, Executive Director of Ability Resources, Inc., to discuss their proposed multifamily development in Council District three. Mr. Seawell made a citizen presentation before the City Council at the May 28, 2002 City Council meeting, at which time he requested a letter'of support for his applications to the U.S. Department of Housing and Urban Development and the Texas Department of Housing and Community Affairs. Mr. Seawell is seeking funds to develop a 20-unit project that will include a set-aside of eight (8) units for individuals with disabilities. Staff explained to Mr. Seawell that in order to receive a letter of support, the project must first be presented to the City Council Committee for Economic and Community Development for endorsement and then to the City Council for approval. Mr. Seawell was further advised that because of the due date of his application (June 5, 2002) this process could not be adhered to and consequently he could not receive a letter of support. However, after discussions with Council Member Silcox, in whose district the project Would be located, Mr. Seawell was given a Conditional Certificate of Consistency with the Consolidated Plan. Finally, please note (1) the Law Department and other appropriate staff will brief the Council at a future executive session on relevant legal issues pertaining to the Consolidate Plan project review and (2) staff will present a more comprehensive briefing regarding affordable housing review to the Economic and Community Development Committee at its June meeting. a a Jac on City Manager ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS
