HomeMy WebLinkAboutIR 8410 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8410 To To the Mayor and Members of the City Council June 18, 2002 Subject: Status of the Contract for Jail Services with the City of Mansfield rera On November I I th, 2001 the City Council authorized the execution of a contract with the City of Mansfield for the provision of jail services. The contract was effective December 1, 2001 and ends September 30, 2002. - The contract automatically renews on October I and ends the following September 30 each year for four years after the initial term, unless either party notifies the other in writing ninety days before any annual renewal date of their desire not to renew. It provides for a 31/2% cost of living adjustment per year. The annual payment can be adjusted up if the number of prisoner book-ins exceeds the established cap or down if the number of prisoner days falls below the established number. On May 16th Clay Chandler, City Manager of Mansfield and I met along with various staff members to begin an evaluation of the arrangements provided for in the contract. This evaluation will cover the first six months of operation, from December 1, 2001 through May 31, 2002. We have asked our staff to work together to evaluate the effectiveness of operations in order to determine if any changes to the way we work should be made; to address operational issues not anticipated when the contract was written; and to analyze the actual cost to each City after the first six months of operation. (The City of Fort Worth's Internal Auditor is determining the City's costs and will review Mansfield's numbers) Once this evaluation is completed we will issue a report, and if necessary, propose any indicated contract amendments or addendum.
