r INFORMAL REPORT TO CITY COUNCIL MEMBERS NO- 8415 Date: July 23, 2002 To the Mayor and Members of the City Council Isis SUBJECT: Progress Report on the Citywide Historic Preservation Plan On March 5, 2002, Planning Department staff briefed the City Council on a proposal to prepare a citywide historic preservation plan. Preparation of a preservation plan would enable the City to comply with Section 2.103(G) of the Zoning Ordinance, which requires the Landmarks Commission to update the City's preservation plan every five years. Equally important, the preservation plan would seek to create consensus among preservationists, business leaders,public officials, and other interested parties regarding the City's historic preservation policies. Toward that end, the project would address the following questions: 1. What buildings, sites and districts in Fort Worth are historically significant? 2. What are the commur�ty's priorities for historic preservation? 3. How do property owners and the general public benefit from the preservation of these historic 4. How should our community, through the public and private sectors,promote the preservation of historic resources? 5. How should our community balance historic preservation against other competing goals, such as those OF * relating to public safety, economic development, affordable housing, mobility, and the protection of property rights? With the City Council's authorization, City staff issued a Request for Proposals (RFP) to prepare the preservation plan and began exploring potential funding sources for preparation of the plan. The members of the Selection Committee are Louise Appleman (Chair), Frank Moss, Brent Hull, Daniel Carey,Val Wilkie and Kate Johnson. The Selection Committee reviewed eight proposals submitted by qualified preservation planning consultants (listed below) and elected to interview four of the teams on June 12. Project Cost 10 Total 100% The Committee selected Looney Ricks Kiss (LRK) in association with Urban Prospects, Marcel Quimby Architecture/Preservation, Christopher Bowers, and Pavlik and Associates. LRK was selected for several reasons: local preservation expertise, national experience with complex projects, facilitation skills, interpersonal skills, appreciation of the balance between preservation of historic resources and protection of property rights, and legal expertise. The estimated cost of this project is $134,850, including$115,000 for consultant fees and expenses, $15,000 for City staff time, and $4,850 for printing and other direct expenses.
