SubJact: COMPUTER AIDED DISPATCH (CAD) PROJECT STATUS
REPORT
As presented in the Informal Report to Council No. 8380, February 2002, the
Project Team has moved forward with the installation of Tiburon CAD 2000,
Version 7 into the new Alternate PSAP/Communications Center. The
implementation of CAD is now planned for mid-December 2002. There are two
main issues that are being addressed by the team -- the interface between the
new Tiburon CAD System and the TriTech CAD System that is being used by
MedStar, and the required training effort. These issues are discussed further
below.
There are a number of inter-faces required for a successful CAD implementation,
These interfaces allow the CAD System to interact with other systems currently
in place within the City. The last critical interface being addressed is the Tiburon
— TriTech interface. The other interfaces have been, or are being, developed,
implemented and successfully tested.
The Tiburon — TriTech interface is a two-way interface that will allow the Public
Safety Community (Police, Fire and EMS) to create incidents, calls for service, in
each other's CAD Systems. This will allow the City and MedStar to maintain the
maximum service level. Getting all of the parties coordinated, focused on the
issues, non-disclosed and working has been very challenging. The good news is
that construction of the interface is now progressing with a late September target
date for completion.
Motorola has estimated the cost to develop the Tiburon—TriTech interface to be
$94,000. Med-Star has indicated that they will pay for the interface since they
left the group some time ago and proceeded with the TriTech system. However,
our contract is with Motorola and we will need to pay for the interface and look for
reimbursement from Med-Star. Therefore, an M&C will be presented to Council
to approve the City Manager's execution of the necessary Change Order with
Motorola.
Required training is the last issue associated with the implementation of the CAD
system. Training cannot begin prior to the successful demonstration of the
various interfaces, including the Tiburon—TriTech. Motorola through the contract
is obligated to provide the necessary training for a successful implementation. In
the interest of reducing the elapsed time needed to provide Police personnel
initial training, and establish a capability for training future personnel, a "train the
trainer" approach will be employed. Tiburon contract Trainers will be used to

train Fire Department personnel. This training is planned to begin around
October 7 th
With the above plans, and assuming that there are no other problems or issues
encountered, the CAD operational date in the new Alternate PSAP/
Communications Center will be December 16, 2002.
