HomeMy WebLinkAboutIR 8421 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8421 To the Mayor and Members of the City Council August f, 2002 Orr- a * ax Subject: Application to the TNRCC Brownfields Site Assessment Program tan for the Evans and Rosedale Business and Cultural District The Department of Environmental Management has been assessing the environmental conditions at the Evans and Rosedale Business and Cultural District (Project Area) as part of the redevelopment effort. This work included a Phase I environmental site assessment that covered the entire Project Area, thirteen Phase II environmental site assessments for select, high risk, sites within the Project Area, sampling and analysis of surface soils within the entire Project Area for lead contamination, and full asbestos surveys of the existing structures. Except for the asbestos surveys, the majority of the assessment work has been funded through our Environmental Protection Agency Brownfields Pilot. Although additional assessment is needed, it is clear that some remediation activities will be necessary prior to site redevelopment. In advance of filing an application for the state's Voluntary Cleanup Program, Environmental Management has discussed the Evans and Rosedale Business and Cultural District Project and the area's environmental condition with Mike Frew of the Texas Natural Resource Conservation Commission (TNRCC). Mr. Frew suggested I OF that the City file an application into the TNRCC's Brownfields Site Assessment Program (BSA), which receives funding from the EPA. Acceptance into the BSA program will enable the City to receive document review and project oversight from the TNRCC without the costs it would incur for the same assistance under the Voluntary Cleanup Program (VCP). Asbestos in the existing structures in the Project Area is not. covered under either program. Environmental Management submitted an application to the BSA for the Project Area on July 29.
