HomeMy WebLinkAboutIR 8434 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8434 TZ To the Mayor and Members of the City Council October 1, 2002 Page 1 of 2 SUBJECT: Building Management at the former Modern Museum Building On Wednesday, September 25,2002, the Committee on the Adaptive Reuse of the Modem voted unanimously to recommend to the City Council that the Arts Council of Fort Worth and Tarrant County be awarded a contract to manage the"Fort Worth Community Arts Center"(Arts Center). The Committee, which is chaired by Mayor Pro Tern Ralph McCloud,has participated in a feasibility study and has held a number of public meetings to develop a plan for the reuse of the Arts Center, which is the former Modem Art Museum and Scott Theatre facility, The plan,which was presented to the City Council on two occasions, (March 6, 2001 and April 9, 2002) included a recommendation to hire a non-profit entity to manage and operate the facility, as well as to oversee the implementation of the Reuse Plan. On July 1, 2002, a Request for Proposal (RFP) was issued to seek interest from community groups wishing to manage and operate the"Fort Worth Community Arts Center". Two entities, "Kids Who Care, Inc." and the"Arts Council of Fort Worth and Tarrant County"responded to the RFP. After conducting interviews and reviewing the RFP responses, the Committee selected the Arts Council as the most qualified organization. r� Fhe terms of any agreement with the Arts Council will require the organization to provide the following services for the various components of the facility: A. Arts Incubator 1. Provide management services for the operation of the incubator, including staffing, contract management, scheduling of rehearsal and performance spaces, and marketing B. Instructional, Gallery, and Social Spaces I. Program education classes, workshops and lectures 2. Program and administer gallery spaces 3. Demonstrate the ability to attract and finance exhibitions that celebrate Fort Worth's diverse cultural make-up 4. Schedule and market social space to be used for receptions, corporate use, etc. C. Rehearsal &performance space, including the Black Box Theater(when completed) 1. Provide management services for the operation of the theater, including scheduling, marketing and promotions D. William E. Scott Theater 1. Provide management services for the operation of the theater, including scheduling, marketing and promotions 2. Provide for the production of theatrical,musical and other cultural performances, either produced by its own staff or provided through lease agreements with various performing arts groups ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS INFORMAL REPORT TO CITY COUNCIL MEMBERS NO. 8434 To the Mayor and Members of the City Council October 1, 2002 Page 2 of 2 SUBJECT: Building Management at the former Modem Museum Building The City Council adopted the Fiscal Year 2002-2003 budget that includes $200,000 as a "subsidy" to operate the facility. This will be provided to the Arts Council to help cover operational expenses. Additionally,the electric utilities will be absorbed as part of the City's operating account. These costs were previously absorbed through a subsidy to the Arts Association. As a separate action, the Committee voted to grant exclusive use of the basement of the Arts Center facility for two years to the Museum of Science and History for collection storage and maintenance as that organization undertakes an expansion of its facility. In exchange for the use of the basement, the Museum of Science and History has agreed to provide building engineer services to monitor and maintain the major systems at the Arts Center associated with the HVAC, electrical, and plumbing. The use of the basement will be included as addendum to their current contract subject to the approval of the City Council. It is the staff's intent to bring the Arts Council contract to the City Council for approval at your October 15, 2002 meeting. The management contract of the facility is needed in order to continue operation of the facility, which will continue to house the Scott Theatre and four tenant organizations. The four tenant organizations include Kids Who Care, the Fort Worth Opera, Schola Cantorum, and Texas Non-Profit (beaters. Effective November 1, 2002, the Arts Association will be relinquishing control of the facility back to the City. In the absence of a formal vote by the City Council, staff would propose that the Arts Council begin its transition as the building manager including marketing office space at the Fort Worth Community Arts Center. It is our understanding that a number of arts organizations are interested in locating at the facility. A smooth transition would be ideal in order to minimize disruption of services at the facility. Unless otherwise directed, the staff will pursue a course in conjunction with the Arts Council to begin the transition of the Arts Center from the Arts Association to the City.
