SUBJECT: JANITORIAL PURCHASE AGREEMENT

The following information is provided in response to councilmember questions about the n-dnimum
wage requirement in the proposed janitorial purchase agreement. Based on this information staff
recommends that this agreement be awarded in its current form.
Why set a minimum wage above the Federal requirement?
This requirement has been included in this contract since at least '94 to help our contractor retain and
provide us with full-time professionals in this service industry in order to:
- Minimize the security risks associated with having non-City employees in City facilities after
normal working hours.
- Increase the reliability and quality of the janitorial service.
What other city contracts set a minimum wage above the Federal minimum wage?
Our security guard contract for the Municipal Complex requires that the guards be paid at least
$8.50/hour. This as well is to help minimize security risks.
How was the $7.25/hour wage rate arrived at as the required minimum wage?
We used the median wage for janitorial service occupations in the DFW area as set by the most recent
edition of the U.S. Department of Labor's National Compensation Survey.
Is the$7.25/hour minimum wage passed along to the employee?
By contract, the wages are required to be passed along to the employee.
We have not audited the contractor to verify that this is in fact happening.
We will ask the City Auditor to verify this requirement is being met in future contracts.

City of Fort Worth $7.25/hour
Tarrant County $7.28/hour
City of Dallas $6.15/hour- $7.65/hour
Dallas county Federal minimum wage
