To the Mayor and Members of the City Council
SUBJECT: Municipal Court Interactive Voice Response System
The City of Fort Worth contracted with U.S. Audiotex (now Official Payments Corporation)
on March 5, 1997 for the installation and operation of an interactive voice response system
at no cost to the City. This system provides Municipal Court information to citizens calling
the Court's main telephone number. A citizen is able to obtain general Court information,
information relative to a specific citation, and it allows for payment of fines with a credit
card. A fee is charged to the credit cardholder when a payment is made by credit card.
The contract with Official Payments expired on March 5, 2002. Three 30-day extensions
and one 60-day extension were executed with the vendor while attempts were made to re-
negotiate the contract. We have been unable to agree on contract terms with the vendor.
The current extension expires on October 27, 2002.
Municipal Court is pursuing a one-year contract with an area vendor to provide this service.
The service will be provided at no cost to the City and can be operational within sixty days.
The proposed vendor recently provided collection services for Municipal Court.
Contracting for the provision of this service does not require seeking bids nor City Council
action. However, we wanted to inform the City Council of Municipal Court's intentions for
this system due to the proposed change in vendor for this service.
