HomeMy WebLinkAboutIR 8456 ~ `_FINFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8456 To the Mayor and Members of the City Council January 7, 2003 Page 1 of 1 SUBJECT: : NCTCOG Railroad Crossing Reliability Partnership Program Announcement The North Central Texas Council of Governments (NCTCOG) has announced the opportunity for grants from the Railroad Crossing Reliability Partnership Program. The focus of this program is to improve street-rail crossings to accommodate both roadway and railway users with minimum delay,maximum capacity, and low safety risks. Grants for this program, which uses federal funds to improve rail crossings, is to be awarded in late 2003. The NCTCOG has requested that cities provide a list of candidate crossings by February 21, 2003. Tentative selection criteria include crossings with high traffic volumes, high rail passenger counts, or crossing accidents. Additional criteria may include the presence of hazardous cargo transported over the crossing, frequently blocked crossings, or the crossing proximity to residential developments, fire stations and schools. The type of improvements intended for this program include: • Crossing protection equipment, such as railroad signals and gates; • Reconstruction of crossing surfaces; • Development of quiet zones; and • Grade separation bridge construction,. f The grant will require a 20% local match of funds, which has not been identified. Currently, the NCTCOG has $11.7 million for this program, with $3.9 million devoted to the western sub-region. NCTCOG has a three-stage process to select crossing improvements. Stage One includes agency submissions of candidates, Stage Two identifies candidates that meet program criteria and further candidate selection, and Stage Three involves committees review including the Surface Transportation Technical Committee and the Regional Transportation Council approvals. The Transportation and Public Works Department (-rpw) is compiling a list of candidate crossings for the February submission. The list will be developed from the numerous crossings listed in the current Railroad Safety Program, which includes quiet zones, sites with sub-standard crossing surfaces, and other street-rail crossing improvements. The attached list is for your review. -The initial list was compiled by NCTCOG. Staff added other locations that would be possible candidates for quiet zones, surface improvements, grade separations and upgrades in crossing protection devices. Please contact Robert Goode or Joe Ternus to add or delete any locations. TPW will also identify crossings not on the list and define how these candidates meet or exceed the NCTCOG's established criteria. A suggested list to be forwarded to NCTCOG will be reviewed by City Council at the appropriate time. GaryW.
