r , ro the Mayor and Members of the City Council January 28,2003
Subject: Consolidated Plan Process for 2003-2005
The purpose of this informal report is to provide the City Council with background on the
Consolidated Plan process that should culminate in the month of April with the adoption of a
five-year plan and one-year action plan outlining the expenditure of certain federal funds
received by the City. The Consolidated Plan is an U.S. Department of Housing and Urban
Development (HUD) required guide on how the City of Fort Worth will use federal funds
under the Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG),
Housing Opportunities for Persons With AIDS (HOPWA) and HOME Investment Partnership
programs. "these federal funds are entitlement programs granted by HUD to Fort Worth that
our City receives yearly that are based on population and percentage of persons living in
poverty as determined by the last Census. The Consolidated plan is required to be
submitted to HUD to access these federal funds, includes a needs assessment, citizen
participation plan, a five- year strategic plan and a one-year action plan. It is not to be
confused with the City of Fort Worth Comprehensive Plan.
In March 2000, the City Council adopted the 2000 Consolidated -Plan, a three-year plan that
covers the time period of June 1, 2000 to May 31, 2003. The City Council through its actions
since 2000 has annually adopted a one-year action plan in April and has amended the 2000
Consolidated Plan by Mayor & Council Communication (M&C) as it allocates funds under
CDBG, ESG, HOPWA, and HOME programs. Currently, staff is developing the 2003
Consolidated Plan for the time period of June 1, 2003 to May 31, 2005. Previously, HUD
recommended that a three-year plan be developed because the 2000 Census results were
not available in time to complete a full five-year plan. Currently, HUD recommends that
current three-year plans be amended and extended for an additional two years. HUD fully
expects that all Census information and special tabulations required for the development of
five-year plans will be in place by 2004.
The Consolidated Plan process requires that at least two public hearings be conducted prior
to the plan being published for citizen comment, and a thirty-day comment period prior to
submission. A public hearing was held on October 9, 2002 to hear citizen comment on
Housing and Community Development Needs.
Staff is in the process of developing a draft Consolidated Plan taking into consideration the
public comments heard to date. The next public hearing will be held on Wednesday, February
12, 2003 at 6:00 p.m., to hear citizen comment on the draft Consolidated Plan and
Community Development Council budget recommendations. During the month of March, the
draft plan is scheduled to be reviewed by the Economic and Community Development
Committee (ECDC).
