SUBJECT: ICE STORM OF FEBRUARY 24-26, 2003

Transportation and Public Works staff responded to the ice storm on February 24-26, 2003,
using 28 trucks with spreaders and 1,300 tons of sand on bridges, arterial streets with hills,
and key areas such as hospitals and public safety locations. Response to the storm began on
Monday, February 24 at 4:00 pm and continued until Wednesday, February 27 at 6:00 am.
Staff worked 12-hour shifts to assure safety for emergency personnel. Cleanup will include
removal of sand and debris from streets and bridges beginning Monday, March 3, 2003 and
will continue for 3 weeks.
Initial costs for equipment, materials, labor and clean-up resulting from this three-day storm
totaled $42,590. A breakdown of costs is shown below.

Between 1999 and 2002, the City experienced 6 storms totaling $263,352 at an average cost
of $43,892 per storm. In 2000, the City experienced 3 ice storms in addition to the tornado.
