To the Mayor and Members of the City Council March 18, 2003
SUBJECT: REZONING PROPOSAL FOR EAGLE MOUNTAIN LAKE AREA
On December 10, 2002, the City Council annexed the 1,238-acre area generally referred to as
the Eagle Mountain Lake Area for limited purposes. Upon annexation, properties in this area
received a default zoning of "AG" Agricultural in accordance with the City's Zoning Ordinance.
Since existing and proposed land uses for portions of the area are inconsistent with the current"AG"
zoning regulations, Planning staff conducted a land use study of properties within the annexed
area. The existing uses consist of ranch land, single-family residential on large tracts, a boat
storage business, and a restaurant with convenience store and gas station. Staff held an
informational meeting on January 23, 2003, for affected property owners in the annexed area
and registered neighborhoods in the Lake Country Addition to propose more appropriate zoning
districts. Councilmember Jeff Wentworth, Zoning Commissioner Gary Moates, and City Plan
Commissioner Dennis Shingleton participated in the meeting.
The proposed zoning districts are depicted in Exhibit A. Much of the area is proposed to remain
"AG" zoning. The following table identifies the proposed zoning classifications and the
approximate acreage associated with each:

Staff has placed an M&C on the March 18 City Council agenda to initiate the rezoning process.
Upon approval, staff would place the proposed zoning changes on the agenda for the regular
Zoning Commission hearing on April 9, 2003 and on the agenda for the regular City Council
hearing on May 13, 2003.
