fey$ SUBJECT: Federal Entitlement Grant Program
The purpose of this informal report is to provide the City Council with an update of the Consolidated Plan
development process. The Consolidated Plan is a U.S. Department of Housing and Urban Development
(HUD) required guide on how the City of Fort Worth will use federal funds under the Community
Development Block Grant (CDBG), Emergency Shelter Grant (ESG), Housing Opportunities for Persons
With AIDS (HOPWA) and HOME Investment Partnership programs. The Consolidated Plan, which is
required to be submitted to HUD to access these federal funds, includes a needs assessment, citizen
participation plan, a two- year strategic plan and a one-year action plan. It is not to be confused with the City
of Fort Worth Comprehensive Plan.
Staff has developed the proposed 2003 Consolidated Plan for the time period of June 1, 2003 to May 31,
2005. Previously, HUD recommended that a three-year plan be developed because the 2000 Census results
were not available in time to complete a full five-year plan. Currently, HUD recommends that current three-
year plans be amended and extended for an additional two years. HUD fully expects that all Census
information and special tabulations required for the development of five-year plans will be in place by 2004.
V!r .e Consolidated Plan process requires that at least two public hearings be conducted prior to the plan being
published for citizen comment, and a thirty-day comment period prior to submission. A Public hearing was
held on October 9, 2002, to hear citizen comment on Housing and Community Development Needs. On
February 12, 2003, a public hearing was held on the draft Consolidated Plan and on the Community
Development Council budget recommendations that will be incorporated as the one-year action plan for the
expenditure of the different grant funds.
The draft plan and budget recommendations have been reviewed and approved by the Economic and
Community Development Committee to forward to the full City Council. Staff will provide a briefing at the
April 1, 2003 Pre-Council Worksession. Additionally, Council will be asked to open and hold a public
hearing at the Council meeting. The hearing should be continued until April 15, 2003. The City Council will
be asked to approve the plan on Tuesday, April 15, 2003. The Consolidated Plan must be submitted to HUD
by April 1.5 in order for the City to begin accessing its federal allocations on June 1, 2003. While the City
Council will be asked to adopt a two-year Consolidated Plan, this plan can be amended by City Council
action through the M&C process at any time after the appropriate notice is completed.
