Page I of I *ms's SUBJECT: SPINKS AIRPORT DEVELOPMENT PROPOSAL Fort Worth Spinks Airport encompasses 822 acres of property 200 of which is available for immediate development. Since the airport's inception in 1988, Aviation staff has continuously worked to promote the development of the airport with little success. However, South Fort Worth has shown significant growth in the last two years. That growth combined with recent upgrades to the airport's infrastructure make Spinks development all the more likely in the immediate future. Staff has received three unsolicited proposals and is negotiating with a fourth entity for the development of Fort Worth Spinks Airport. The proposals range from assumption of Fixed Base Operator (FBO) services to a full-scale maintenance and management contract to include the FBO. Each proposal bears merit when considering the amount of development being proposed on the airport. Marc Ott, Reid Rector, Mike Feeley and Tom Higgins have reviewed the proposals. Due to the nature and variety of the proposals, staff has come to the conclusion that there may be an opportunity to develop the property on a larger scale. Staff pproached the City Manager for verification of direction and process. vVith the City Manager's concurrence, staff proposes to draft a Request for Proposal (RFP) with the intent to enter into a long-term contract with a Master Developer for the airport. The focus for the development will be both on and off airport development as opposed to just aircraft hangars, which is the normal approach for Aviation. Staff is confident that job creation and other economic stimulation would be realized as a result of this Master Developer concept. Staff proposes to develop a working committee comprised of eight members, four representing staff and four citizens to represent the public sector. The staff members will include representatives from Aviation, Economic Development, Planning and the CMO Office. Staff recommends a cross representation from the public sector that includes real estate development, manufacturing and the aviation industry. The committee will evaluate respondent's proposals and report findings to the Capital Improvement and Infrastructure Committee prior to-going to full council.
