HomeMy WebLinkAboutIR 8541 INFORMAL REPORT TO CITY COUNCIL MEMBERS NO. 8541 To the Mayor and Members of the City Council November 11, 2003 a A SUBJECT: ENVIRONMENTAL EVALUATION OF FEDERAL DEPOT AND OTHER 11413 PROPERTIES BEING CONSIDERED FOR PURCHASE The following information is provided in response to questions raised by Council regarding the environmental condition of the Federal Depot site and the City's standard process for assessing the environmental state of properties being considered for purchase. Federal Depot site The General Services Administration, the current Federal Government agency that owns the site, will arrange for an environmental audit of the site by the end of November. The results of the audit will be submitted to the Texas Commission on Environmental Quality (TCEQ). The TCEQ must formally clear the site before construction can begin. If the site is not cleared the City will have no obligation to move forward with the proposed project to relocate the Harley Service Center to the Federal Depot. The City's Department of Environmental Management will review all processes and documents in this regard. tandard City process for environmental assessments The review of environmental conditions on properties being considered for purchase or acquisition by the City of Fort Worth is a phased process with each step related to determining risk and establishing the City's tolerance to that potential risk. Prior to property purchase, the Department of Environmental Management prepares or reviews a previously prepared Phase I Environmental Site Assessment in accordance with ASTM Standard 1527. This level of review relates the development and operation history to the affected property. Information evaluated during this phase includes, but is not limited to, federal, state and local environmental records, building permits, phone directories, and regional historical documents. Should this Phase I assessment indicate that an environmental concern is present, a Phase II Environmental Site Assessment prepared in accordance with ASTM Standard 1903-97 is prepz.red to quantify onsite contamination. This sampling event helps document the presence or absence of contamination on the property. Data are compared with State of Texas Risk Reduction protocol to provide an indication as to potential risks and liabilities that face the City should acquisition occur. The presence of contamination does not negate the potential purchase of a site if redevelopment or use is compatible with the onsite contaminate.
