SUBJECT: Employee E-Pass Program
The Environmental Management Department will again be offering an E-Pass program in 2004 as part of
the City's initiative to reduce air pollution. The E-Pass is valid for one calendar year of unlimited use on
any T or DART fixed route services including the Trinity Railway Express. The E-Pass also incorporates
the Guaranteed Ride Home Program (GRH) that provides alternate transportation service to E-Pass holders
in the event of an emergency or unplanned overtime.
Under the City's E-Pass program, approximately 250 E-passes will be purchased at $69.00 each from the
"T". The number of passes purchased under this program is based on the number of employees who
indicated their interest to participate in the program during a survey conducted by the Department of
Environmental Management in September and October 2003. The E-Passes purchased will be sold to full-
time city employees for $40.00. Interns, temporaries and part-time employees are also eligible for the
program but will pay the full price of$69.00 for a pass. E-Passes will be issued to city employees only—
spouses and family members of city employees are not eligible.
Besides the reduced rate, as an additional incentive for employees to purchase and use the E-Pass, full-
time employees who complete and turn in an E-Pass survey in December 2004 will be reimbursed their
$40.00. The results of this survey will allow the City of Fort Worth to calculate the reduction of vehicle
miles traveled by employees and related air quality improvements. This information will be crucial in
applying for future air grant funding and awards.
The E-Pass program will reduce employee parking challenges, save employees' fuel costs as well as wear
and tear on their vehicles, and reduce vehicle emissions which are the main cause of ozone-forming
pollution in the Fort Worth/Dallas area.
Funding for this program is provided through the City's Air Program contract with the Texas Commission
on Environmental Quality.
