Staff met on several occasions with representatives from both the Aviation Heritage Association and the B-36 Peacemaker Museum Inc. Aviation Department developed a proposed project scope to be further evaluated by members from both organizations. During the process staff identified components of the study that were beyond the capabilities of Aviation Department. As a result staff solicited and received a cost estimate from an aviation-engineering firm based on the proposed project scope. Initial cost estimate, based on a proposal from DMJM Aviation, is $16,000. The proposed scope was designed to mirror the study already completed for the DFW Site to ensure a viable comparison of the potential sites. The proposed project scope is as follows: ➢ Review Data Collected on DFW Site ➢ Visit and Photograph Proposed Sites ➢ Collect Data • Traffic Counts • Population • Vehicle Access • Aircraft Access • Security ➢ Conduct Comparative Analysis of Sites • Cost to Construct • Land Acquisition • Synergy with other Activities • Potential Tourism Draw • Growth Potential of Site • Maintenance Funding Sources ➢ Prepare CAD Drawings ➢ Prepare/Present Final Report On November 11, 2003 at the committee's request, staff presented an update to the Capital Improvements and Infrastructure Committee. In that forum representatives from both the Aviation Heritage Association and the B-36 Peacemaker Museum Inc. agreed to split the cost of the proposed study on a 50/50 cost share basis. Staff has received signed documents from each organization identifying their respective commitments. During the meeting, it was also suggested that a subcommittee be formed to provide oversight for the study. The basic premise was that the subcommittee would work with members from the Aviation Heritage Association, B- 36 Peacemaker Museum Inc. and staff to further evaluate and finalize the project scope.
