SUBJECT: PROPOSED AMENDMENTS TO THE CITY'S DEVELOPMENT
STANDARDS AS RECOMMENDED BY THE DEVELOPMENT
STANDARDS TASK FORCE
In January 2003, the City Manager appointed the Development Standards Task Force (DSTF) to assess the
extent to which the City's development standards and procedures effectively implement the development
policies contained in the Comprehensive Plan, and to recommend appropriate amendments based on that
assessment. On September 16, 2003, the City Council received a briefing on the DSTF's recommendations
and the schedule of public hearings to be conducted by pertinent boards and commissions. The boards and
commissions conducted public hearings throughout November and December 2003, and have forwarded the
majority of proposed DSTF amendments for City Council public hearings at the January 13, 2004, Council
meeting. This report summarizes the amendments that are subject to public hearings on January 13, and
provides status information on those amendments that are not included on the January 13 agenda.
Through the work of three DSTF committees—the Construction Codes, Subdivision and Street Development
Standards, and Zoning Regulations Committees —the DSTF recommended over twenty amendments to the
Zoning Ordinance, City Plan Commission Rules and Regulations, and other regulatory manuals. (A fourth
committee, the Process Improvement Committee, recommended extensive changes to development review
procedures, and those recommendations were informally endorsed by the City Council at the November 4,

The table below lists the status of the proposed amendments.
• Amendments in sections A, B, C, and D should appear on the January 13 City Council agenda for public
hearings;
• "rhe amendment in section E was approved by the City Council on December 16, 2003;
• Amendments in section F are being implemented administratively;
• Amendments in section G were continued by the Zoning Commission and referred back to the DSTF's
Zoning Regulations Committee for clarification; and
• The amendment in section H warrants further review by the City Council, City staff, and other interested
parties-before an M&C is prepared.

Reduce parking space sizes for spaces adjacent to ZC-03-286A
landscaped areas.
Amend maneuvering space restrictions to accommodate ZC-03-286A
authorized head-in parking.
Allow townhouses in multifamily zoning districts at the ZC-03-286B
same density as apartments in those districts.
Allow landscaping credit for parkway landscaping. ZC-03-286G

Update permitted use tables to allow private recreation ZC-03-286E and ZC-03-286F
