To the Mayor and Members of the City Council January 8, 2004
SUBJECT: TRANSPORTATION GAP ANALYSIS STUDY
At the November 18, 2003 City Council Meeting, Transportation and Public Works (TPW) staff provided
Council members with an overview of the planning steps and schedule for the Mobility and Air Quality Plan
(MAQ Plan). The Plan will be conducted in three phases with the initial phase, "The Transportation Gap
Analysis," to be completed by April 2004.
Status of Transportation Gap Analysis
On December 6, 2003, TPW, in coordination with the Planning Department and the Fort Worth
Transportation Authority, issued a Request for Qualifications for the City of Fort Worth Transportation Gap
Analysis Study. Five (5) Statement of Qualifications were received and evaluated. The top three ranking
submittals were then interview by the project selection committee, which included representatives from
TPW, the Planning Department, the M/WBE Department and the Fort Worth Transportation Authority. The
project selection committee selected the consulting firm of Kimley Horn and Associates to conduct the
Transportation Gap Analysis Study. The study will involve the following tasks:
• Documentation of Existing and Future Conditions
• Identification of Travel Demand and Transportation Needs
Documentation of Study Findings
• Presentation of Study Findings
TPW is currently negotiating with Kimley Horn and Associates and finalizing the study scope and cost. It
is anticipated that the City Council will be asked to consider approval of the City's contract with Kimley-
Horn and Associates at the January 27, 2004 Council meeting.
Status of Mobility and Air Quality Plan
Staff will be working over the next several months to develop the process, scope, and schedule for Phase
11, and Phase III, of the MAQ Plan. Staff will continue to provide the City Council with monthly updates.
