$ SUBJECT: CODE RANGERS PROGRAM
The City Council approved funding for the Code Rangers Program in the FY 03-04 Code
Compliance Department budget for the purpose of increasing citizen involvement in code
enforcement. The Code Rangers Program will provide for recruiting, training and
empowering of citizen volunteers to identify and report code violations in their neighborhoods.
These volunteers will serve as extra "eyes and ears" for the Code Compliance Department
and therefore improve the overall effectiveness of Fort Worth code enforcement services..
The current status of the program is as follows:
• The Department has formed a task force to provide strategic planning and guide the
implementation of the program.
• The Department has completed recruitment and hiring of the three Code Enforcement
Officer positions that were added in the FY 03-04 budget. The Officers are currently
entering the new Officers' training program.
• The Department.is presently developing the training materials and standard operating
procedures for the program.
• The target date for kickoff of the Code Rangers Program is March 15, 2004. The
program will start with the training of its first group of volunteers.
• The Department has met with the Police Department to establish and promote
cooperation and collaboration with the Code Blue Program. To date, meetings have
been held with the Police Chief and his Command staff. Staff will continue to work
with the Police Department to insure collaboration between the two programs.
• The Department has made a number of presentations on Code Rangers to
neighborhood organizations, including the League of Neighborhoods, C.A.C. groups
and several neighborhood associations. The Department will continue presentations
to inform our citizens and to receive their feedback. The Department will also meet
with an advisory group composed of members of the League of Neighborhoods.
We will keep the Council informed on the program's progress through future reports as
needed. In the meantime if you want additional information please don't hesitate to contact
Carl art, Code ompliance Director or Libby Watson, Assistant City Manager.
