+ SUBJECT: Regional Rail Corridor Study
The North Central Texas Council of Governments recently began a Regional Rail Corridor Study. The
primary purpose of this study is to provide a bottom-up process for the exchange of information and ideas
among elected representatives, policy officials, and the general public regarding options for the
implementation of a seamless transit system for North Central Texas. A series of 10 committees were created
and tasked with duties ranging from identifying regional transit needs and opportunities to evaluating
financial, institutional, and legislative options conducive for creation of such a system. These committees are
primarily comprised of elected representatives and public officials. A total of 10 corridors were selected for
this study, of which 4 are located within Tarrant County. These include the Fort Worth &Western/Cottonbelt
(DFW Airport to Southwest Fort Worth), the Union Pacific Mainline(Fort Worth CBD to Dallas CBD),
Burlington Northern Santa Fe (Fort Worth CBD to Cleburne), as well as upgrades for the THE between Fort
Worth and Dallas.
The Legislative, Financial, and Institutional Committees had their first joint meeting on January 29, 2004.
The three committees will be discussing the legislative, financial, and institutional issues involved in creating
a regional transit authority. Examples of how other regional transit agencies from around the country are
structures and financed were presented, along with potential legislative issues. It is anticipated that each
committee will meet individually in February or March,with another joint meeting in April.
