SUBJECT: Service Plan Negotiation Phase for the Eagle Mountain and 287
Zone Annexations
On Tuesday, February 3, 2004, the Tarrant County Commissioners Court made their appointments to the
State Law required negotiation panel for the Eagle Mountain and 287 Zone annexations. The State Law
requires the Court to appoint five representatives to negotiate with the municipality for the provision of
services. The following individuals were appointed to each panel:

Representing the City in these negotiations will be the following individuals:

Assistant City Manager Joe Paniagua (representing the public safety services)
Assistant City Manager Marc Ott (representing the infrastructure services)
Water Department Director Dale Fisseler (representing water and sewer services)
Development Department Director Bob Riley (representing development services)
Assistant City Manager Reid Rector, Deputy City Attorney Marcella Olson and Development Planner
Cathy Davidson will provide additional staff support.
Following the State Law, the negotiation phase of these two annexations must be completed by April 1,
2004. Again, the purpose of these negotiation meetings is the development of plans to provide services to
each area. It is believed that each panel will need to meet twice and those meetings are presently being
scheduled between February 23'd and March 10`". The meetings are planned to be held at the City's Eagle
Mountain Water Treatment Plant on Bowman Roberts Road.

Zone Annexations
Following the negotiation period, the Council will receive a pre-council briefing of the results on March 23,
2004. While the State Law does not require any fonnal action by the City Council at the end of this phase,
it is recommended that Council consider an M&C Communication on March 30, 2004 to acknowledge the
completion of this phase.
