SUBJECT: Parking Meter Rate Changes

Transportation and Public Works Department's staff will begin implementing the recently
approved parking meter times and rates on Monday, March 2Wh-
The "Downtown Access and Circulation Study' evaluated traffic circulation to determine
improvements to parking, pedestrian, and vehicular traffic in the downtown area. The results
indicated that a new approach was desirable to address the parking changes to support
downtown developments. On-street parking is a premium and should be designed to better
accommodate visitors, patrons, customers, and downtown employees.
Short-term parking meters will be located where there are high parking demands and the
need for fast turnover. Some uses, including restaurants, professional services and
governmental agencies need one-hour limits. Retail and entertainment have short-term
needs with two-hour limits. Long-term parking meters will be provided where parking needs
exceed three hours and generally include greater walking distances to destinations than the
short-term meters. Downtown employee and business parking was considered in locating
long-term parking meters with four to ten hour limits. After all of the parking meter changes
are complete, enforcement of the maximum time limits will begin. Public notice will be
provided at that time. This should reduce the amount of long-term users "feeding the meter"
and occupying premium short-term spaces needed for retail and other business uses. To
maximize the use of curbside parking, rates and time limits were located to be compatible
with the need for high turnover: the greater the need for the parking space, the higher the
cost to park. Parking meters located near businesses requiring short-term transactions, and
therefore higher turnover, should have higher rates than parking meters located farther away.
